- Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a Design-Bid-Build Firm-Fixed Price (FFP), Indefinite-Delivery/Indefinite Quantity (IDIQ), Multiple Award Construction Contract (MACC) for the Pensacola, Panama City and Whiting Field Area. A sources sought notice for this requirement was posted under solicitation N6945015PCOLA on November 6, 2014 requesting small business industry interest and capability statement. Based on responses from the notice, it was determined that the requirement will be set-aside for service-disabled veteran-owned small business. The NAVFAC SE Small Business Office concurs with this set-aside determination. This solicitation is will be issued as service-disabled veteran-owned small business (SDVOSB) set-aside. All SDVOSB responsible sources with the specialized experience and qualifications required by this solicitation may submit proposal which shall be considered by the agency. The NAICS code for this IDIQ MACC solicitation is 236220 with a size standard of $36,500,000. This solicitation will result in the award of approximately five (5) separate FFP IDIQ MACC awards in the Pensacola, Panama City And Whiting Field Area. Each contract will include four (4) option periods for a maximum of sixty (60) months, or an aggregate maximum value of $75,000,000 for all contracts, whichever comes first. There is no yearly or per contractor limit except for the total five (5) year maximum of $75,000,000. The source selection authority may determine that a number greater or less than five offerors is in the Government s interest. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement in accordance with FAR 15. The source selection process to be used is Best Value Trade-Off Approach. Projects (Task Orders) for this contract will primarily consist of consist of general building type projects (new construction, renovation, alteration, demolition, and repair work) including industrial, airfield, aircraft hangar, aircraft traffic control, infrastructure, administrative, training, dormitory, and community support facilities for the Pensacola, Panama City, and Whiting Field areas managed by NAVFAC SE. The period of performance will be for one base year with four (4) option periods for a maximum of sixty (60) months, or an aggregate maximum value of $75,000,000 for all contracts, whichever comes first. Individual project task orders will be phased with independent completion dates and liquidated damages. Task orders will be firm fixed-priced, normally in the range of $150,000 to $6,000,000 per order. However, task orders under or over these amounts may be considered if deemed to be in the Governments best interest and approved by the NAVFAC SE Chief of Contracts. The seed project for this solicitation is Building 223, 606, and 40 Window Replacement and Repair at Naval Air Station Pensacola. This will be an electronic solicitation, which can be downloaded from the NECO website. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ under Business Opportunities when it becomes available. The solicitation will be available on or about 18 February 2015. A Pre-Proposal Conference and Site Visit are tentatively scheduled for March 3, 2015 in Pensacola, FL. Details on the site visit will be provided in the solicitation. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation).
