Description
The following is a Notice of Intent to Contract for Architect-Engineering Services The U.S. Department of Agriculture, Forest Service, Pacific Northwest Region has a requirement for Architectural and Engineering services. The scope of work consists of, but is not limited to, all aspects of professional A-E services including the generation of designs, drawings, specifications, engineering reports, sustainability analysis/life cycle analysis, preparation or review of contract packages, performing site investigations, reviewing the work of other engineers and providing drafting services. The primary areas of coverage for this announcement are Forest Service Regions Six and Ten. Ensuring adequate coverage for these areas will factor heavily in the selection process. Based on contractor availability, resulting contracts will be available to other Forest Service Regions as well as the Bureau of Land Management, National Park Service and US Fish and Wildlife Service under the Service First Program. Contracts resulting from this notice shall be with an Architectural/Engineering (A-E) Firm. Subcontractors performing specific design services shall be responsible to the Prime A/E firm and design professional. The Prime A/E will be required to provide professional services for architectural and engineering design as well as construction related services with qualifications to practice in disciplines including but not limited to: A. Architecture and Historic Architecture B. Landscape Architecture services including: site analysis and planning, conceptual design and master planning, landscape design and green infrastructure, recreation planning and design, visual analysis and circulation. C. Civil Engineering D. Geotechnical Engineering (Dams, structure foundations, roads) E. Structural Engineering F. Mechanical Engineering G. Electrical Engineering including Industrial Process Control Engineering, Building Electronic/Telecommunication Engineering (Access control systems, fire alarms, intrusion control alarms/systems) H. Lightening Protection I. Fire Protection Engineering J. Energy Auditing K. Surveying L. Environmental Engineering (Asbestos and lead-based paint removal, remediation of underground storage tanks) M. Engineering for ecological restoration N. Water and Wastewater Engineering, O. Hydraulic Engineering and Hydrology P. Historical Preservation and Rehabilitation Q. Materials Engineering and Testing including but not limited to soils testing, compaction testing, concrete testing and asphaltic pavement testing. R. Hazardous Materials Testing including lead based paint, asbestos and oil spills. S. Cartography, T. Traffic Engineering, U. Fluvial Geomorphic Stream Survey and Evaluation including fish passage design and studies V. Construction Engineering The services covered under the resulting contracts will include: A. Typical facility design work includes but is not limited to the following: Design of buildings, water systems, waste water systems, building and building system renovations, utility systems, alternative energy systems, landscape areas, parking, roadways and site planning. 1. Building types include (but are not limited to): offices, residences, dormitories, warehouses, water and sewage treatment facilities, trade school facilities, refrigerated nurseries, warehouse complexes, gas and oil houses, water pumping stations, sewage pumping stations, and small hydroelectric power generation plants. 2. Mechanical Systems including heating, ventilating, air conditioning, industrial exhaust systems, custom refrigeration systems, plumbing, fire protection systems, fuel or material piping systems, and the integration of controls into mechanical systems. 3. Electrical systems including lighting, power distribution, backup and standby power generation, and custom designed monitoring and electromechanical, electronic and computer based control system design, small scale hydroelectric power generation systems, lightening protection systems, industrial process control systems and the integration of controls into mechanical and power distribution systems. 4. Water and waste water systems B. Typical recreation facility work includes, but is not limited to the following: Design of trails, roadways, bridges, visitor centers, picnic/day use areas, amphitheaters, campgrounds, off road vehicle areas, snow play and other winter sports areas, comfort stations, shower facilities, utility systems, RV dumping stations, boat docks, pedestrian decks and walkways, kiosks, interpretive signage and portal signs. C. Other facilities include dams, levees, water control structures, irrigation facilities and fuel tanks/systems. D. Road design E. Typical facility and asset management work includes but is not limited to the following: Asset condition assessments, energy audits, inspections, bridge (Pedestrian and vehicle) inspection and lookout tower inspection. F. Design: These services include but are not limited to production of designs, design reviews, feasibility studies, drawings, design analyses, cost estimates, Green Globes and LEED documentation, specifications and preparation of bid/construction documents. The Forest Service may also require additional services including, but not limited to: cost estimating, topographical surveys, right-of-way plats, special reports, testing services, soil boring reports, bridge load evaluation, historical facility surveys, traffic studies, and special engineering reports. Specific requirements will be identified in individual task orders. G. Other A -E Services including but not limited to the following: 1. Planning services including master planning, facility programming, and feasibility studies. 2. Field technical investigation such as surveying, utility location, existing space analysis, code analysis and preparation of asbuilt drawings. 3. Hazardous material testing including lead-based paint, asbestos and oil spills. 4. Three dimensional renderings, models. 5. Energy auditing, energy analysis for future building renovation or new construction and life cycle cost analysis. 6. Preparation of bid and construction documents for remediation of hazardous materials. 7. Engineering Services during Construction: Periodic or full construction inspection and review, submittal review, construction permit applications, preparation of contract modifications, responses to RFI's (Request for Information), contract record keeping and maintenance inspection. All design work, to include preliminary design, shall be performed by or under the direct supervision of professional Architects/Engineers licensed in the state for which the covered project work is located. The Architects/Engineers shall be qualified by education and experience to design the type of work included in each task order. After the evaluation and ranking process, IDIQ contracts will be negotiated and awarded to those firms ranked as the most highly qualified. The period of performance for the contracts will be five years from the date of award. Delivery orders will be competed among the firms receiving award of a contract utilizing the procedures outlined in FAR Part 36 and Public Law 92-582 "The Brooks Act". The Government anticipates awarding up to three (3) contracts as a result of this announcement, but may make fewer awards in order to assure the most advantageous arrangement of firms to meet the Government's needs. The total amount of all task orders, when combined, will be less than $5,000,000.00 over the five year period and the minimum guarantee for each award will be $2,000.00. SUBMISSION REQUIREMENTS: The SF 330 Part I shall be limited to 50, 8.5x11 pages with a minimum font size of 10. Submit the following: a) One (1) original and two (2) copies of SF 330 for the prime offeror (which also includes a completed Part II for the firm and key sub-consultants) addressing subsequent selection criteria information; and b) one electronic copy (submitted on digital media storage such as USB flash drive or compact disc), in Adobe Acrobat format, of the complete SF330 being submitted by the firm. The following are the criteria that will be used during the evaluation process. Please be sure to review the submission requirements included with each criterion. 1. PROFESSIONAL QUALIFICATIONS: (25%) a. The following is the Base Consulting Team for this contract. The initial evaluation will be based on this group. The following is a list of the Base Consulting Team for this contract. i. Prime Contractor Point of Contact, the principal and project manager of the prime contractor. ii. Civil Engineering including the design of site work, storm water systems, utilities, parking and roads. iii. Landscape Architecture services including: site analysis and planning, conceptual design and master planning, landscape design and green infrastructure, recreation planning and design, visual analysis and circulation iv. Structural Engineering v. Architectural Design including building design for new structures, renovation and interior design. vi. Electrical Engineering including building design, utility design, telecommunications, low voltage systems (Fire alarms, access control systems, intrusion detection systems), lightening protection systems, industrial process controls for water and wastewater systems. vii. Mechanical Engineering including plumbing, HVAC and commercial refrigeration. viii. Water and wastewater engineering ix. Alternative energy systems including solar systems, grey water systems, photovoltaic systems, ground source heat pump systems, biomass heating systems and life cycle cost analysis. x. Energy auditing b. Submission Requirements i. Describe the Base Consulting Team. Include an organization chart that shows the appropriate in-house personnel and personnel with outside consultants. ii. Provide brief resumes for the preceding Base Consulting Team. Each resume shall include a maximum of five specific completed projects that best illustrate the team members experience relevant to the preceding list. iii. Provide a brief description of the team's technical and/or management expertise in the fields in Part A. Include qualifications matching A 1-9 above for all members of the Base Consulting Team. 2. ORGANIZATION & MANAGEMENT (25%) a. Provide a discussion of the firms and the teams' organization and management process. Discuss the success of the Quality Control (QC) program used by the firm to ensure quality products. b. Submission Requirements i. Outline the firm's approach to design, construction, and project management. Document the ability to handle projects with multiple end-users and complex requirements; ii. Describe the team's organization. Provide an organization chart that identifies the overall relationship and lines of authority of the proposed team. Include firm names, key personnel and their discipline/specialty. iii. Address the QC processes for checking and verifying plans and specifications for errors, omissions and quality, documenting design decisions, and incorporating and tracking review comments and completion of construction milestones. 3. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: (20%) a. Submission Requirement: i. Describe the team's experience in design and construction of government buildings. ii. Discuss firm's ability to work with Government entities and design standards or similar relevant experience with other entities. 4. Past Performance (15%) a. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Points of contact provided in other criteria may be contacted. A firm with no record of federal past performance information shall be evaluated neither favorably nor unfavorably. b. Submission Requirements i. Provide a detailed narrative of up to ten (10) maximum relevant projects (not ten projects for each firm or consultant), completed within the last five (5) years, that best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the team's experience with projects of similar size and scope to those to be performed under this contract. ii. Provide accessible owner points of contact: name, title, address, telephone number, and fax number 5. CAPACITY (10%) a. Capacity to accomplish the work in the required time. b. Submission Requirements i. Indicate the firm's present workload and the availability of the project team (including sub-consultants/contractors) for the specified contract performance period ii. Describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates. Provide examples of work the Base Consulting Team has done together. 6. GEOGRAPHIC LOCATION (5%) a. Location in the general geographical area of the projects and knowledge of the locality of the projects. b. Submission Requirements: i. Describe and illustrate the team's knowledge of design approaches, construction materials, codes/ordinances, costs, remote locations, and other conditions unique to the geographic area related to the contract for which the submittal is being made. ADDITIONAL INFORMATION: All information must be included in the SF 330 package, (cover letter, attachments and excess number of pages will be excluded from the evaluation process). Please include your firm's DUNS# in Part I, Section B of your SF330. Note: prospective awardees MUST be registered in the System for Award Management (SAM) to be awarded a Federal Government Contract.
