Description
Map of area Summary of services to be performed The USDA Forest Service, Grand Mesa-Uncompahgre-Gunnison NF, anticipates issuing a request for proposals on or about February 18, 2015 for the Lockhart I Stewardship project. The award will be an Integrated Resource Service Contract (IRSC) with a term of five years. The solicitation and any resultant IRSC is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government's method of trading goods for services. All future information about this acquisition, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Respondents are required to be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. This solicitation is a full and open competition; all responsible sources may submit a response to this announcement which will be considered by the Government. The proposed contract will include 12 units, totaling 883 acres, of base items and an optional 190 acres (unit 4). Treatment units will include a mix of timber removal and service work (see attached table for details). The project area is located approximately 27 miles southwest of Delta, Colorado on the Uncompahgre Plateau. All units can be accessed from the Divide Road (FSR 402) or Lockhart Road (FSR 507) as shown on the attached map. The legal description is as follows: T49N, R15W Sections 24, 25 and 36 and T49N, R14W, Sections 19, 20, 28, 29, 30, 31, 32 and 33. Expected timber volume to be included in this project is approximately 10,900 CCF (hundred cubic feet) of live and dead Blue and Engelmann spruce saw-timber (43%), subalpine fir saw-timber (5%), live and dead Douglas fir saw-timber (18%), Ponderosa pine saw-timber (1%), mixed conifer POL (5%), and aspen POL (28%). Required service work will involve 1.5 miles of ATV trail rehabilitation, thinning of non-commercial conifer, and treatment of surface fuels as shown in the table. Access to unit 4, the optional service-work unit, shall be via a right-of-way along a fence line as shown on the attached map. No pre-bid site visit is planned for this contract.
