Description
This is a PRE-SOLICITATION SYNOPSIS; it is not a solicitation announcement; thus, this synopsis neither solicits for proposals nor bids and no contract will be awarded based on this synopsis. The purpose of this synopsis is to alert the public that the Maritime Administration (MARAD), which is an agency of the United States Department of Transportation, intends to procure a 230kV Class Gas Insulated Circuit Breaker for the construction of the MARAD Lowside Substation Equipment in Beaumont, TX. The procurement will be unrestricted, full and open, under NAICS code 335999. This pre-solicitation is for the Lowside Substation Equipment, the solicitation will be issued on or around February 18, 2015. Contract Information MARAD will utilize a Firm Fixed Price (FFP) Contract for the above-mentioned procurement. Only Entergy Approved manufacturers/suppliers are eligible. The estimated cost range of this procurement is between $1,100,000 and $1,700,000. Brief Item description: RFQ-2: 230kV CLASS SF6 GAS INSULATED CIRCUIT BREAKER -A 230kV SF6 gas circuit breaker is required as a high side interrupting device and provides a reliably fast trip to disconnect from a possible high voltage fault. The SF6 breaker must include dual CTs on the secondary side bushings of the SF6 Breaker to enable the Entergy differential scheme, and interrupting device status contacts (52a or 89a) within the breaker. All design and construction of the GCB and its components shall conform to the latest ANSI, IEEE, ASTM, ASME, NEMA, and UL Standards. Breaker ratings are expected to be Nominal Voltage of 230KV L-L (Min.) with Continuous Current of 1200A (Min.). The preferred operating mechanism shall be a fully integrated, self - lubricating, hermetically sealed, spring type. Combination spring - hydraulic mechanisms may be considered. The operating mechanism charging motor shall be rated 125VDC, 650W or less with the mechanism and breaker being trip free. The mechanism shall have an Anti- pumping device. The operating mechanism shall be designed for both local and remote control. Local control shall be provided via the use of a control switch. Redundant, independent mechanical and electrical, dual trip circuits shall be provided. A common gas system shall be provided. The SF6 fill port shall be inside the control cabinet. All SF6 tubing and connections shall be totally enclosed and protected from both the environment and hazards which could damage tubing. The mounting structure shall be hot dipped galvanized steel sized for the dead and live loads imposed on it.
