Description
SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESSES ONLY: This is a request for information/market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Small Businesses, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete for and perform a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Roofing/Waterproofing with Design/Build. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code (238160) should not submit a response to this notice. The Small Business size standard for NAICS code 238160 is $15.0 million dollars in average annual receipts over the past three years. This Sources Sought encourages maximum participation of interested Small Business companies. Prior Government contract work is not required for submitting a response under the sources sought synopsis. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice and other market research is solely within the discretion of the Government. The Government anticipates award of multiple Roofing/Waterproofing with Design/Build IDIQ Contracts with Firm Fixed Prices for a five (5) year base period of performance, for a total contract performance period of sixty (60) months. The primary location of performance is GSA Region 7, which is made up of the following states: Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. This pool of IDIQ contracts will have an overall Maximum Order Limitation (MOL) of $20M, to be divided among the awardees based on competition at the Task Order level. Services that shall be performed may include, but not limited to, the following: Inspecting existing conditions, testing building components, creating construction documents (drawings and specifications), repairing, restoring, replacing, and maintaining building components related to the exterior envelope of the structure. These services include, but are not limited to, the following: 1. Performing visual inspections and investigations. 2. Conducting tests for water and/or air infiltration and drainage. 3. Performing infrared thermographic inspections and moisture surveys. 4. Acquiring samples for analysis of material composition. 5. Creating construction documents (drawing and specifications). 6. Performing repairs or restoration of existing building components and/or equipment associated with the building envelope. 7. Performing the removal of existing and installation of new building components and/or equipment associated with the building envelope. 8. Performing maintenance services of the existing building components. The components of the building envelope in which the previously listed services may be performed include, but are not limited to, the following: 1. Below grade waterproofing system assemblies and their related components and accessories. 2. Retaining walls and below grade light well/ventilation wall waterproofing system assemblies and their related components and accessories. 3. Plaza and pavement assemblies and their related waterproofing components over below grade facilities. 4. Exterior walls (parapet and rise walls, window and door assemblies, sheet metal, thru-wall flashing, etc.) and their related components and accessories. 5. Exterior wall mounted equipment and components. 6. Roofing system assemblies and their related components and accessories (vapor barrier, insulation, roof penetrations, drains/scuppers, sheet metal, roof hatches, equipment curbs, walk pads, etc. 7. Rooftop mounted equipment and components (stair/ladder assemblies, safety railing/tie backs/davit systems, antennas/satellite dishes, lightning protection systems, solar panel assemblies, vegetation and irrigation systems, etc. 8. Other building components related to protecting the building structure and its interior from water infiltration. The specific services to be performed will be specified in each individual delivery order issued to the Contractor by the Contracting Officer. If qualified and interested, per the definition above, please submit a letter (maximum of ten (10) pages) via email stating the following: 1. Name of your company, address, point of contact with phone number, e-mail address and fax number. 2. Your company's interest in submitting a proposal once solicitation is issued. 3. Description of the company's history, personnel resources, and experience relating to services previously described. 4. Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantage Business, HUB. Zone Small Business, Service Disabled Veteran Owned Small Business (SDVOSB), Small Women-Owned Business, etc. 5. List of roof systems in which the company is licensed and approved by the roof system manufacturer to install and to perform warranty related repairs. 6. Description of the company's capability to perform various services similar to those in which this contract includes as previously described. Include a list and brief description of at least five (5) contracts of the services that have been previously performed within the past five (5) years. The list shall include the project's location, description of the services performed, and contract cost. Include at least one (1) design/build contract in which your company partnered with an Architect/Engineering firm to perform design and build services to meet contract requirements. If no design/build contracts have been performed include a statement that none have been performed. 7. Describe your company's bonding capability (must be at least $20M). 8. If company is, or will be, part of a joint venture, state names of joint venture members and their business size(s). 9. Explain how your firm will be able to efficiently and effectively perform this type of work in all 5 states stated above. Each response shall be reviewed by the Contracting Officer/Specialist for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement the firm must qualify as a Small Business in accordance with NAICS code 238160 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least fifteen (15) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(c)(3) - Limitations on Sub-contracting, or subsequent clause for your specific socioeconomic category. Responses must be submitted to this office in writing, by email no later than 5:00 PM CST on March 3, 2015. Submit response and information via email to terri.marshall@gsa.gov.
