Description
Pre-solicitation Synopsis ( PRE-DTMA-91-Electrical-01 ) This is a PRE-SOLICITATION SYNOPSIS; it is not a solicitation announcement; thus, this synopsis neither solicits for proposals nor bids and no contract will be awarded based on this synopsis. The purpose of this synopsis is to alert the public that the Maritime Administration (MARAD), which is an agency of the United States Department of Transportation, intends to procure Substation Transformer for the construction of the MARAD Lowside Substation Equipment in Beaumont, TX. The procurement will be unrestricted, full and open, under NAICS code 335311. This pre-solicitation is for the Lowside Substation Equipment, the solicitation will be issued on or around February 18, 2015. Contract Information MARAD will utilize a Firm Fixed Price (FFP) Contract for the above-mentioned procurement. Only Entergy Approved manufacturers/suppliers are eligible. The estimated cost range of this procurement is between $1,100,000 and $1,700,000. Brief Item description: RFQ 1: Substation transformer : The primary substation transformer shall have a primary voltage of 230 KV, a base power rating of 18,000 KVA, 3-phase, oil immersed, and Nitrogen blanketed construction, suitable for outdoor installation in a non-corrosive, non-hazardous area. Transformers shall have delta connected primary windings with wye connected secondary windings. Secondary neutral will be low resistance grounded. The Basic Insulation Levels shall be as defined in ANSI C57.12 and de-rated due to altitude when required according to the correction factors shown in Table 1 of ANSI C57.12.00. All KVA ratings are continuous based on 55 deg. C rise. The transformer shall be suitable for operation with an average winding temperature rise of 55 deg. C as determined by resistance measurements and a maximum hot spot temperature rise of 80 deg. C and determined by C57.12.00 and shall be rated 55C, ONAN/ONAF/ONAF. Forced air-cooling shall include fans, mounting hardware, fan motor starters and temperature relay, all completely wired and ready to receive Purchaser's auxiliary power source (240VAC, 1 phase, 4 Wire) as specified. Both primary and secondary windings shall be copper. All internal and external bus and connections shall be copper. Bus hardware shall be silicon bronze. Impedance shall be between 7.0 and 8.0%. Tank construction shall be Stainless Steel sealed tank construction with a Nitrogen Blanket per ANSI C57.12.10. Tank cover shall be welded with one or more hand holes or manholes provided. Lifting eyes for lifting the cover and mechanical pressure relief device shall also be provided. Paint shall be standard ANSI 70, light gray, medium gloss, 8 mil minimum, unless otherwise stated in the material requisition. Tank base shall have a mastic undercoating. Transformer shall be supplied un-filled with Envirotemp FR3 Dielectric Fluid. This fluid shall be shipped with the unit including enough oil for proper fill. Insulating oil contained in the transformer shall contain 1 ppm or less of PCB's. Please be strongly advised that Offerors must be registered in the System for Award Management ( www.SAM.gov ) in order to be eligible to receive an award from any Government solicitation. Additionally, Offerors must be registered in the Online Representations and Certifications Application (ORCA) in order to be eligible to receive an award from any Government solicitation in SAM.gov It is the prospective Bidder's responsibility to check www.FBO.gov as often as necessary for any posted changes to this pre-solicitation synopsis. Bids will be due 30 days after release of the solicitation unless otherwise stated when the solicitation is posted.
