Description
Past Performance Questionnaire Contract Documents, Exhibits, Attachments and Wage Determination Solicitation, Statement of Work, Contract Clauses This announcement is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number AG-8156-S-15-0002B is issued as a request for quote (RFQ). The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2005-72. This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 115310- Support Activities for Forestry. The corresponding size standard is $7.5 million. The government intends to issue a firm-fixed priced purchase order. Prospective offerors are responsible for downloading the solicitation and any amendments from FedBizOpps.Gov. The government may award a purchase order without discussions if the Contracting Officer determines that the initial offer is the most advantageous to the Government and discussions are not necessary. Offerors will be evaluated on technical capability, past performance and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. I. Description of the Requirement: The US Forest Service, Kaibab National Forest, North Kaibab Ranger District needs to secure tree planting services to reforest portions of the 2006 Warm Fire. The purpose of this contract is to secure services to plant 483 acres in a manner that favors tree seedling survival and growth. Tree survival and growth is dependent on the initial health of tree seedlings, the manner in which trees are handled and planted, environmental conditions such as soil moisture and weather, and animal damage to planted seedlings. Contract services are for planting containerized ponderosa pine with root length approximately five to six (5-6) inches in length utilizing hoedad hand tools. Scalping competitive vegetation (planting spot preparation) and construction of natural shade structures are required contract tasks. Please see the attached Statement of Work (SOW), for the description of the services to be purchased under this solicitation. II. Submission of Quotes: Quotes must include the following three sections: Section I - Technical Capability: Provide resume no more than 2 pages outlining experience of the scope of work similar with price of contract. The work experience should demonstrate knowledge of landscaping. Must have tree planting experience and for no less than 2 years or 3 successful Government contracts. Section II - Past performance: Provide two references of clients/employers listed above. Contact information must be verified to be current/valid and include name, position/title, and telephone number. Section III - Price: This section must include a cost breakdown per acre. III. Evaluation Criteria: Evaluation Criteria: The Government will award a firm-fixed price purchase order to that responsible offeror whose proposal represents the best value. Technical and past performance, when combined, are equal to price. IV. Questions Deadline: All questions are to be submitted electronically to the attention of both of the point of contact(s) listed at the end of this Notice no later than 5:00 P.M., ET on February 11, 2015. All questions regarding the solicitation must be provided in writing to the Contracting Officer, Catie Robertson (cerobertson@fs.fed.us) and reference the solicitation number AG-8156-S-15-0002B and title "North Kaibab Tree Planting".

Address: The 2015 Warm Fire reforestation project area is located approximately forty-three (43) miles south and southeast of Fredonia, Arizona. Legal location is in all or portions of Sections 5, 6, 7, and 8 in T.36N, R.2E; Section 36 in T.37N, R.1E; and Section 31 in T37N, R2E of the Gila & Salt River meridian. Access is via Highway 89A to Forest Road 422 to FR 462 south to the planting area and spur roads into the planting units adjacent to FR 462 and FR462 Z. Forest Road (FR) access includes 422, 462, and secondary roads (see supplemental maps for specific access and topography). The contract area consists of one bid item totaling approximately 483 acres. Bid item 1 is comprised of planting units (sub-items) ranging from 28 to 250 acres. Elevation ranges from about 8,400 to 8,700 feet above sea level., Fredonia, Arizona, 86022, United States
