- The U.S. Army Corps of Engineers, Mobile District (CESAM) intends to perform an out of scope modification to an existing MATOC pool established from solicitation number W91278-10-R-0014, for Gulf Coast Regional Construction Program. An out of scope modification is needed to extend the ordering period of the contract. The MATOC pool is currently under contract to provide firm fixed price construction task orders within the Mobile District and South Atlantic Division. The pool was establish for construction work predominately in the Gulf Coast region of the Mobile District and is referred to as the Gulf Coast Small Business MATOC. The term of the contract is one base year and four twelve month options. The extended ordering period is required to competitively award construction task orders for Department of Defense and other Federal Agencies with Mobile District and South Atlantic Division. The Government intends to award the modifications to this MATOC pool consistent with the terms identified with this announcement upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-2 (a)(2), Unusual and Compelling Urgency. Unacceptable delays in fulfilling the agency's requirements would result given any other action due to current circumstances. The unique prior experience and involvement of the current MATOC pool drives the requirement to continue contracting with the incumbent contractors. The Government will support the proposed actions by written justification and obtain appropriate approval prior to proceeding. The Government will post the approved justification & approval documentation after modification award. This notice of intent is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to the requirement. All capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should demonstrate the offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements. Statements should not exceed 5 pages in length. Capability Statements should be submitted to Mr. Kyle M.
