Description
The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Architectural/Engineering (A/E) contractor with the capacity and qualifications to provide design and construction administration (CA) services for a multi-phase project for the construction of a new recreation building, and demolition of the existing gymnasium and recreation buildings inclusive of abatement of hazardous materials. The project design shall consist of a single 2-phase bid package. Phase 1documents shall include the construction of the new recreation building. Phase 2 documents shall include the abatement and demolition of the existing gymnasium and recreation buildings. The new recreation building will be a 29,800 gross square foot building accommodating a gymnasium, including basketball court, bleachers, and stage; gender specific weight rooms; an aerobic room; pool room; a TV room; an Arts and Crafts room; a library/computer center; a multi-purpose room; a music room; and gender specific toilet, shower, and locker rooms. The new recreation building shall be designed to provide life-safety protection during extreme-wind events in accordance with Federal Emergency Management Agency (FEMA) 361 and International Code Council (ICC) 500, Standard for the Design and Construction Storm Shelters. Also included in the work are miscellaneous related site improvements such as general landscaping, roads, parking, loading dock, utility services, and security/site lighting. In addition, services include sampling, testing and reporting of asbestos and lead paint presence, development of construction documents for the remediation, and construction administration services during abatement. The design shall comply with identified and targeted standards established by the Leadership in Energy and Environmental Design (LEED) rating system however, no LEED Certification is required. The estimated construction range is between $5,000,000 and $10,000,000. Interested offerors are encouraged to submit a statement of qualifications. Your statement of qualifications should provide sufficient information that clearly describes the qualifications and experience of your firm in the following areas: 1. Previous projects similar in scope and value A. Provide design and CA services on two or more major multi-phase projects located on operating facilities, high schools or college campuses with a $5,000,000 to $10,000,000 constructed value performed within the last five years. B. Provide design and CA services for two or more recreation building projects in the last five years. C. A/E has provided design and CA services on at least one project encompassing hazardous materials, remediation and building demolition. D. A/E has provided design and CA services on at least one project encompassing emergency facilities. Your project examples should include the location of the project, the project owner, a brief description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, the final contract amount, and a brief and concise description of the CA services provided. 2. Project Location Provide examples of three or more design and CA services projects performed in the State of Texas within the last five years indicating familiarity with state and local codes, environmental conditions, economic conditions, and experience/qualifications of local design consultants. Provide the project locations of previous project examples. 3. Capacity for Future Work A/E must be in sound financial standings and have the staff load of qualified individuals capable of undertaking this project. Provide a staff load matrix showing all current and backlog work and a short narrative describing how this project will be accommodated based on the current and projected work load. Responses to this Notice will be evaluated based on the following Qualifications, which are listed in order of importance. 1. Previous projects similar in scope and value 2. Project Locations 3. Capacity for Future Work This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON FEBRUARY 18, 2015, BY 3:00 PM EST, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO: gloster.monica@dol.gov (Monica Gloster, Contract Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS. A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database, prior to contract award.
