Description
The Naval Special Warfare Development Group (NSWDG) intends to award a sole source, firm fixed price (FFP) contract to X2Biosystems, 1927 Post Alley 200, Seattle, Washington 98101-1025 for concussion assement equipment in accordance with FAR 6.302-1, Only One Responsible Source Can Satisfy Agency Requirements. The specific equipment being procured is as follows: Xpatches, QTY 30 Charging Base Station, QTY 2 Adhesive Packages (Packages of 100), QTY 4 Application Tool, QTY 5 USB Download Dongle, QTY 4 On Site Service Support, QTY 7 days X2 Biosystems is the only company that can provide this system for additional testing, as they developed and own the xPatch sensors and charging station, software, hardware, and data rights of the xPatch sensor system and Integrated Concussion Evaluation (ICE) Software. X2 Biosystems does not sell its proprietary technology. The North American industry Classification System (NAICS) code for this acquisition is 334519 and the size standard is 500 employees. The Government intends to solicit and negotiate directly with X2Biosystems. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to bryan.makuch@vb.socom.mil. No faxed documents will be accepted. If no responsive statements are received by 2/10/15 at 12 PM EST, an award will be made to the X2Biosystems.
