Description
Contractor Engineering and Technical Services (CETS) for FY15 through 31 December 2019 in FY20 are solicited for services for which the Government intends to negotiate with only one or a limited number of sources under authority of FAR 6.302-1. Engineering and technical services requested by the USAF, Navy and possibly Army and Coast Guard will provide training and factory engineering support to operational USAF, Army, Coast Guard and Navy units. Liaison between the CETS representative and the manufacturer is required. The CETS personnel provide expertise and technical guidance on the most complex and intricate aircraft/systems/subsystems/equipment identified below. Numerous Requests for Proposals will be issued to the respective contractors based upon the type of aircraft/systems/subsystems/equipment to be supported. Awards are anticipated prior to and after September 2015. The aircraft/systems/subsystems/ equipment that require engineering and technical support include the following: Boeing/McDonnell Douglas F-15, KC-135, C-17, F-22 Aircraft/Systems/ Subsystems/Equipment DME Corp EETS/EEETS Test Sets For APQ-180 Radar, General Electric F-16, F110-100/129, F118, J85-5 engine, J85, F404, F108, propulsion, CF6-TF39 Engines, GE100 engines, C-5 engine, A-10, J85-21B, Lockheed Martin F-22, C-5, F-16, C130, Aircraft/ Systems/Subsystems/ Equipment, F-16 AIS Stations, F-16 Lantirn POD, F-100-PW-200 (F-15), F100-PW-220 /220E /F100 Engine (F-16), Northrop Grumman F-15 (FX) Tactical Warfare System, F-5 E/F Airframe, Radar APG-68(V) XM, Rolls Royce C-130 T56-15, Rockwell Collins KC-135 GATM Avionics (FL), KC-135 TF33-102 Avionics (FL), Pratt & Whitney F-15 & F-16 F100/200 Roving /engine (PT), (FX), F100-PW, Propulsion, DRS Sustainment Systems MC-130H AN/APQ-170 (V) Radar Set, ITT Corporation AN/ALQ-172, AC/MC-130 aircraft, Ki Ho Military Acq A-10/A-10C. This notice is not a Request for Proposals. There is no solicitation document available. The above described CETS contracts shall be awarded pursuant to the authority of FAR 6.302-1, only one or a limited number of responsible sources and no other supplies or services satisfy agency requirements. Sources interested in subcontracting possibilities should contact the above listed companies directly. Interested sources may submit a capability statement, to address the requirements listed above no later than 05 March 2015. Capability statements must include total number of employees, professional qualification of personnel specifically qualified in the CETS areas outlined, whether a large or small business with respect to size standard identified below, and if a small business or other, include whether an 8(a) business, HUBZone, etc. A determination by the Government not to compete these proposed requirements based upon responses to this notice is solely at the discretion of the Government. Security clearances will be required for all contracts. Telephone statements will not be accepted. Ms. Jill Willingham-Allen has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations please contact the buyer at the telephone number listed above.
