Description
Statement of Work The U.S. Coast Guard Research and Development Center has a requirement for the development of an PSAP-to-CG Software/hardware interface which allows transmission of NG9-1-1 ESINet i3 call metadata into CG IT network(s) as a proof of concept demonstrator. *** RECEIPT OF QUOTES REQUIRED NO LATER THAN 17 FEB 2015; 2:00PM EST*** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm-fixed-price quotes for the purchase of the following item(s) are being requested and a written solicitation will not be issued. This Request for Quote HSCG32-15-Q-SAP014 incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-77. The North American Industry Classification System Code is 517919. This is an unrestricted procurement. The U.S. Coast Guard (USCG), Research & Development Center intends to issue a Firm Fixed Price Purchase Order using the procedures of FAR Part 12 and Part 13. The anticipated award date is on or about 02 March 2015. The government intends to award from this solicitation to the responsive vendor whose quote conforming to the solicitation provides the best value. PLEASE NOTE: Failure to comply with FAR Clauses 52.204-7 and 52.212-3 may impact eligibility for award. CONTRACT CLAUSES The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items (Apr 2014) (FAC 2005-73) applies to this acquisition. 52.212-2 Evaluation-Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following criteria are listed in descending order of importance: Past Performance, Technical Approach, and Price. Once proposals have been determined to be technically acceptable, price will be the determining factor. Price (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (c) The contracting officer is the only person authorized to approve changes in any of the requirements of this contract and, notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the contracting officer's. In the event the contractor effects any change at the direction of any person other than the contracting officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
