Description
This is a SOURCES SOUGHT notice. Please note that this is not a request for proposal (RFP) or bids and the government is seeking information for market research purposes only. No solicitation document is available and no other information pertaining to project scope, timeline, etc. is available at this time. Any request for assistance with submission or other procedural matters shall be submitted via email only. Additional information about this project will be issued under a different solicitation number on the Federal Business Opportunities website http://www.fbo.gov once available. The Department of Veterans Affairs, Richard L. Roudebush VA Medical Center is issuing this Sources Sought to identify potential small, Architect Engineer (AE) firm to provide architectural and design services necessary to furnish: Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for the Project 583-15-110, Upgrade Bldg. 1 Accessibility AE Design at the Richard L. Roudebush Medical Center in Indianapolis, IN: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) Small Business, etc, that are capable of meeting this design requirements. Scope of project: The Architect/ Engineer (A/E) firm shall prepare 100% complete Construction Documents for project number 583-11-110, "Upgrade Bldg. 1 Accessibility". All work is located at the Richard L. Roudebush, VA Medical Center 1481 West 10th Street, Indianapolis, Indiana. The design shall include the redesign of the following areas: a.Substance Abuse waiting area/reception/office area; b.Pre Admission Testing exam and office area for Privacy; c.Radiology area (includes MRI Remodel back office, Nuc. Med. Construction, Repair/Replace Radiographic Room doors/frames, Radiology permanent Dexa Room); d.Dental treatment/lab/office/corridors/reception/waiting areas ; e.Ortho clinic; f.various bathroom renovations (B-Wing Bsmt, A-wing 1st floor near Audiology, ER, C-Wing 1st floor near Doppler, all D-Wing bathrooms, Acute Care Decon); g.Ambulance Bay door replacement/addition of canopy and floor/drain replacement; h.West Tenth Street entrance to include new slider doors; i.Atrium interior lighting, flooring, finishes, layout; j.Medical Server Room; k.HBU & Fee Services/ Benefits reconfiguration; l.Old Comp and Pen area after they relocate - possibly consolidate Prosthetics; m.Addition of campus assistance phones and panic buttons; n.Walkway access bridge from south parking garage to main building; o.MICU Renovation/Monitor Room The design shall include a phasing plan to assure that the above areas remain in operation throughout the duration of the renovation. Anticipated time for completion of design is approximately 273 calendar days including time for VA reviews. The A/E firm shall also be required to perform construction period services after award of the construction project contract. In accordance with FAR 36.204, the estimated magnitude of the resulting construction price range is estimated to be between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 541310, small business size standard of $7.5M in average annual receipts for the preceding three years. Interested firms must be registered in SAM.gov and qualified as a small business under this NAICS code. Qualified service disabled veteran owned businesses are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Include the following: Company name, DUNS number, social economic category (small business, SDVOSB, 8(a), etc),address, point of contact, telephone number and email address. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. There is no guarantee, expressed or implicit, that market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award or acquisition strategy. Responses must be received by 3:00 PM EST on February 10, 2015 via email to the Contracting Specialist at jeffery.ridenour@va.gov. PLEASE REFERENCE "SOURCES SOUGHT: Project 583-15-110, Upgrade Bldg. 1 Accessibility AE Design" IN THE SUBJECT LINE or cover sheet. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. Interested firms shall be required to respond to additional announcements separately from this announcement without further notice from the Government when posted to the FBO website at http://www.fbo.gov. The formal solicitation will be issued at a later date by a separate announcement and separate solicitation number on the Federal Business Opportunities (FBO) website. The FBO website is the only official site to obtain these documents.
