- SYNOPSIS OF PROPOSED CONTRACT ACTION FAR SUBPARTS 5.1 & 5.2 Solicitation No: DE-EM0003531 Procurement Type: Notice of Intent to Award a Sole Source Contract (Special Notice) Classification Code: B ? Special Studies and Analysis ? Not R&D NAICS Code: 541990 All Other Professional, Scientific, and Technical Services Title: Selective Batching of Nuclear Waste Glass Description: The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to contract by means other than full and open competition. This document provides notice for the pending justification and approval of the use of one of the exceptions to full and open competition allowed under the Competition in Contracting Act of 1984 (CICA) and Federal Acquisition Regulation (FAR) Subpart 6.3 ? Other Than Full and Open Competition. The purpose of the contract is for studies, analyses, and information providing a comprehensive understanding of the possible role of conditioning the glass formers to realize enhanced processing efficiencies for high-sodium low-activity waste and alumina-rich high-level nuclear waste glasses. The US commercial glass manufacturers use approximately 280 trillion Btu annually (excluding electricity transmission losses) to produce approximately 21 million tons of glass products. Melting one ton of glass should theoretically require only about 2.2 million Btu, but in practice it can range from 5.5 to 8.6 million Btu per ton for melting and refining. Because approximately 75% of the energy used by a glass manufacturer is in the melting operation, the key to energy reduction is through more efficient melting. The Office of River Protection seeks to apply what has been learned and transferred to the commercial glass industry for the benefit of its waste treatment mission utilizing vitri fication of the mixed hazardous waste to produce a stable glass waste form. Aside from the desire to limit the energy used for treatment is the application of the obvious benefits of melting enhancements to accelerate the ORP treatment mission, particularly in the area of glass waste forms. The estimated total cost of this contract action is $180,000 for a two-year period of performance to commence not later than June 2015. The award of the second year is contingent upon satisfactory performance by the contractor. DOE ORP is not currently aware of any other sources having similar capabilities, qualifications, or reputation in glass and ceramic science capable of filling this requirement. Alfred University appears to be the only uniquely qualified source in terms of faculty experience and expertise, glass formulations, glass compounding, glass melting facilities, glass property measurements and related analytical equipment, which is prepared to commence work not later than June 2015. Nonetheless, Small Businesses under NAICS Code 541990 (Size Standard $15M) interested in this requirement may submit a Statement of Capability for ORP review and determination whether it may be in the best interest of the government to compete the requirement.
