Description
The Joint Project Manager for Elimination (JPM-E) has the mission to develop, produce, test, integrate, sustain, operate and field the capabilities (people, equipment, and training) required to conduct chemical WMD destruction operations (assess, access, demilitarize, decontaminate, dispose, and recover) worldwide. To facilitate this mission, the JPM-E is evaluating the technologies to remediate chemical agent-contaminated soils and debris on site at large chemical weapons burial sites. The project will consist of three phases. The first phase will be the selection of a technology. The second phase will be the award of a contract to test the technology. The third phase will be the execution of the test. The test will evaluate technology performance with several parameters to include soils types, agent contamination, and moisture content of the soils. The Government has determined the following critical objectives, divided broadly into three areas: First, provide a mature technology that will remediate mustard (HD) agent and phosgene- contaminated soils and debris to a contamination level that will allow the release of the product to the general public. U.S. Army Public Health Command Health Based Environmental Screening Level (HBESL) of 0.01 mg/kg will be used for HD and EPA Residential Screening Level of 0.46 mg/kg will be used for phosgene. The technology must be capable of processing multiple soil mixtures. Second, the technology must be transported via rail, roads (paved and unpaved), or sea with no more than seven separate trailer loads to multiple sites. The technology can be decontaminated to the Worker Population Limit WPL 0.0004 mg/m3 for HD and must be a turnkey self-contained operation. Third, the operation of the technology will not interfere with the execution of the schedule or operations of the recovery of buried chemical munitions. The rate of remediation of the soil should not disrupt the excavation schedule. This special notice is to announce the convening of a technical vendor conference for market research purposes to discuss the above objectives and to solicit industry input prior to the presolicitation planning of this acquisition. A one day technical vendor conference is scheduled to be held at the Chemical Demilitarization Training Facility (CDTF) on 3 March 2015, commencing at 0800 ET, in Assembly Room A of Building E-4516 at the South Area of Aberdeen Proving Ground - Edgewood Area. Contractor attendance shall be limited to four persons per interested party. Each interested party shall electronically provide a list of attendees to the below point of contact, no later than 18 February 2015 after the issuance of this special notice. Please submit your interest by company name, point of contact, and your capability statement in response to this acquisition within ten (10) days after the technical vendor conference. Your submission should include a description of your technology and its capabilities (processing rate, percent destruction, ability to make minor modifications to the system) as well as a discussion of: 1) meeting the above objectives, 2) past experiences with your technology remediating chemical warfare agent and/or other hazardous materials, 3) the option of leasing versus purchase, 4) the technology's rough order of magnitude cost, and 5) to address its lead time required for fabrication and delivery. Your submission should be electronically submitted to the below point of contact. Your email submission should be as a Word file attachment, Times New Roman (12 pitch), of no more than ten (10) pages (11x8.5) in length. Responses are requested no later than 13 March 2015. The submitted information by interested parties will be considered by the Government in developing its overall acquisition approach. The submitted information will be held in a secure manner and will not be released for any reason outside of this acquisition.
