Description
This is an amendment to the previous synopsis posted January 27, 2015 for RENOVATION - WOMEN'S WELLNESS at the VA Western New York Healthcare System, Buffalo, NY 14215 (Solicitation Number VA52815R0097). THIS ACQUISITION IS GEOGRAPHICALLY LIMITED TO FIRMS WITH A WORKING OFFICE LOCATED WITHIN A 300-MILE RADIUS OF THE VAWNYHS - BUFFALO, NY and is 100% set-aside for Service Disabled Veteran Owned Small Business. All SDVOSB's must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov before submission of SF 330 and award. The North American Industry Classification System code is 541310 and the numerical size standard is 7.5 million. Award is subject to the availability of funds. Delete evaluation factors in previous synopsis and replace with the following evaluation factors: Evaluation factors for consideration of qualifications for the Project Team, listed in descending order of importance (no. 1 being most important): (1) specialized experience and technical competence of the firm (including a joint venture or association) in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (2) specific experience and qualifications of personnel proposed for assignment to the project, and record of working together as a team. Professional qualifications necessary for satisfactory performance of required services; (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (4) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness; (5) Capacity to accomplish the work in the required time; (6) Location in the general geographical area of the project and knowledge of the locality of the project; (7) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Work includes but is not limited to: 1A Services, hazardous materials assessment, field investigation as necessary to confirm capacities of existing utilities, and constructability of the concepts, consultation/meetings/discussions with staff to establish specific program requirements and schematic design. Detailed calculations complete with back-up documentation for all MEP designs including HVAC system design, fire protection design (list all stairwell numbers), electrical system design (list all panel numbers), plumbing stacks (list all stack numbers). 1A Services performance period approximately 90 calendar days' total. Pt. IB Services (performance period approximately 100 calendar day's total) including but not limited to preparation of working drawings, specifications and construction cost estimate for all required work. The Consultant shall conduct intense, on-site design sessions/meetings. The Consultants team shall work closely with key VA staff to review and refine the schematic design for the project design. Provide final detail calculations complete with back-up for all MEP designs. Include all NFPA section(s) used to develop drawings. Options to award Parts 2 & 3 Services: performance of construction period services including but not limited to: review and compliance of material submittals, answer requests for information, attendance at project meetings with minutes generated, prepare as-built drawings and perform site visits with a report generated). The following is an overview of the design requirements: AE services for approximately 10,000 square feet including improvements of outpatient treatment rooms, lactation room, waiting room, offices, environmental systems, medical gases, heating, ventilating and air conditioning equipment, fire protection, nurse call, identification of hazardous materials, etc. The area will encompass the entire continuum of healthcare of women Veterans including but not limited to primary care, GYN including minor procedures and preparation for surgery. Specialty areas include but are not limited to Psychiatrist, Psychologist, Social Worker, Pharmacist, Dietician etc. Construction is between $2,000,000. and $5,000,000. All interested parties are required to submit qualifications to the Contracting Officer, Rosanne J. Raczkowski, on Standard Form 330. Submit two copies of SF 330 to the above referenced address and include the routing symbol (90NCO). DO NOT SUBMIT VIA E-MAIL OR FACIMILE. Please ensure that all required information is submitted and accurate. Firms should include all relevant information for evaluation factors. All responses are to be received by the Contracting Officer no later than 3:30 pm on February 24, 2015.
