52.215-3 - Request for Information for Solicitation for Planning Purposes (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts proved in subsection 31.205-8, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in the Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued to obtain market research regarding interested contractors who are capable of providing training services in wilderness first aid to support the Wildland Fire Apprenticeship Program in training entry-level wildand firefighters. Description: The purpose of this announcement is to obtain market research regarding interested contractors who are capable of providing training services in wilderness first aid to support the Wildland Fire Apprenticeship Program in training entry-level wildland firefighters. This will be accomplished by focusing on basic first aid principles and techniques appropriate to the wildland fire operating environment. In addition the Government has a requirement to include training on decision making in high tempo stressful environments related to managing a medical incident in said environment. Performance measures which allow the training to be evaluated are included in the development requirement. It is anticipated that a solicitation for these requirements will be issued shortly after potential sources have been identified and the appropriate socio‐economic set‐asides can be determined. Work Requirements: The following duties are those contemplated by the personnel identified below: 1. Curriculum Development - This support includes assistance in the development of a curriculum that will be utilized to execute efforts under this contract. These support services include assisting the US Forest Service Wildland Fire Apprenticeship Program (WFAP) program office in developing appropriate curriculum for use in its program. Curriculum development includes, but is not limited to, needs analysis, curriculum design, testing methods, and continuing education module identification and/or development. Curriculum content should at a minimum address the following items: • Impacts of stress on decision making and communication • Scene/"incident within an incident" management specific to the ICS system and identified agency procedures • Patient evacuation planning • Patient Assessment System • CPR • Spinal Cord Injuries • Shock • Head Injuries • Wilderness Wound Management • Athletic Injuries • Fracture Management • Dislocations • Cold Injuries • Heat Illness • Altitude Illness • Lightning • The Medical Patient • Anaphylaxis • Wilderness First Aid Kits Training should allow for practical application of principles and procedures covered in the course. It is expected approximately 50% of course time is spent in practical exercises. The training materials will utilize National Wildfire Coordinating Group (NWCG) course outline and development models. The course will provide compliance with 29 Code of Federal Regulation 1910.151, 1910.1030 and 1926.50. The course will also incorporate wildland fire/all hazard incident management terminology and process (reference NWCG #025-2010 and NWCG Product Management System Publication 210). 2. Training Delivery This support includes delivery of developed 7 to 10 day curriculum, including providing equipment and consumable medical supplies utilized during training. Training facility and logistical support will be provided by the Government. Student to instructor ratio is required at no greater than eight (8) students per/one (1) instructor. The Government anticipates course delivery to be 3 to 7 classes per year with an average of 65 students per course. Personnel Technical Requirements and Experience Requirements: Interested parties shall provide their capability to support the following positions/experience levels: All Instructors: (a) Two (2) years engaged in delivery of experience based medical and/or leadership training in austere environments. (b) One (1) year engaged as a medical responder such as military medic, ambulance service, or as a trauma based medical provider. 1. Course Developer The Course Developer(s) shall have a minimum of three (3) years of course development experience and a strong understanding of current emergency medical curriculum standards. 2. Lead Instructor (a) Two (2) years engaged in delivery of experience based medical and/or leadership training in austere environments. (b) Three (3) years engaged as a medical responder such as military medic, ambulance service, or as a trauma based medical provider. Additional Information Requested: Additionally, all interested contractors shall also provide an estimate that includes the following: 1. Provide an estimated timeframe for course development. 2. Provide an estimated lump sum price for course development, with a separate cost breakdown to support the total lump sum price. 3. Provide an estimated lump sum price for each course delivery, with a separate cost breakdown to support the total lump sum price.
