Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Engaging Public Health to Increase Seat Belt Use Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified 8(a) Small Disadvantaged Business (SDB) concerns that may be interested in and capable of performing the work described herein to increase and improve the use of occupant restraint systems and prevent distracted driving and thereby reduce unrestrained and improperly restrained injuries and fatalities, as well as injuries and fatalities resulting from distraction-affected crashes. NHTSA welcomes all qualified certified 8(a) SDB concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: In recent years, sustained, concerted efforts led by NHTSA with a host of public and private partner organizations, has contributed to demonstrable progress in increasing restraint use among adult as well as child passengers, helping reduce the toll of traffic crashes on passenger vehicle occupants. Unfortunately, however, data from NHTSA's Fatality Analysis Reporting System (FARS) database show that more than half of all people killed as passengers in passenger vehicle crashes are still riding unrestrained at the time of the crash. In some states, in particular those with weak mandatory seat belt use laws, the rate exceeds 70 percent. In addition, there are significant disparities in unrestrained fatality rates by age, gender, race and ethnicity and other characteristics. To make progress in reducing unrestrained fatalities, NHTSA's Occupant Protection Program is exploring ways to leverage the support of partners in addition to law enforcement, with whom strong efforts have been undertaken and maintained, including through such programs as Click It or Ticket. The public health community is rich with potential allies and advocates whose voice will make it possible to make greater society-wide efforts to protect adult and child passengers. OBJECTIVE: The objective is to provide to build a broad, long-term partnership with the public health community to elevate occupant protection to a more prominent position in the public health agenda and engage these partners in the promotion of NHTSA's occupant protection resources, programs and agenda. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Corp. Capability Statement should address their experience in conducting overviews of national developments and highlights in specific traffic safety topics; identifying leaders in the field to conduct telephone interviews and documenting the highlights of such conversations; and producing attractive, informative and user-friendly publications for a highly specific target audience. Format of Corporate Capabilities Statement: Any interested qualified certified 8(a) SDB firms should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 4 calendar days from the date of publication of this notice.
