On FedConnect, search Public Opportunities, reference number P15PS00276. << This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This request is being issued as Request for Quotation P15PS00167. The Federal Acquisition Regulation (FAR) clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-53. FAR clauses and provisions are available through Internet access at http://www.ACQUISITION.gov/far. For the sake of easy reading, we will refer to the National Park Service as Us, We or Park Service, and interested bidders as You. REQUIREMENT: Replace one evaporative cooler with new 4-ton two stage condensing unit for an A/C system; replace existing furnace with a new, high efficiency model, and install a new, programmable thermostat. DELIVERY TO: NATIONAL PARK SERVICE / TUZIGOOT NATIONAL MONUMENT, CLARKDALE AZ, YAVAPAI COUNTY 86322. SET-ASIDE: This buy is 100% set-aside for small businesses under applicable NAICS codes, including, but not limited to codes 221330, 238220, 333415, and 423830. All firms submitting a bid must be registered in the System for Award Management (www.SAM.gov). Each firm's System for Award Management record must reflect that it is a small business under the applicable NAICS code(s). Small business size standards may be researched further on the Small Business Administration's website at www.SBA.gov/sizestandards. SITE VISIT: There will be a site visit on Wednesday, 18 February 2015, at 1:pm local time. We will meet at the Tuzigoot Visitor Center. For directions, please see the scope of work, or go to www.NPS.gov/TUZI. QUOTE DUE DATE: Quotes are due TUESDAY, 24 FEBRUARY 2015, 2300H ET (11:00pm Eastern) via fax or email. ALTERNATIVE SUGGESTIONS FOR COMMERCIALITEMS: You may submit multiple quotes with alternative product suggestions, as long as each alternative supply meets or beats the characteristics of the brand name in salient features, such as efficiency, stages of heating, humidity control, and warranty. Each quote will be evaluated separately. QUOTE FORMAT: Your company may use the attached Standard Form (SF) 1449, or its own, as long as the quote addresses all line items and anything else required according to this solicitation. Make sure to include a POC, phone number, email address, the DUNS number, and warranty information. TYPE OF AWARD: The resulting purchase order will be a firm fixed-priced purchase order (PO) priced in accordance with your quote in response to this solicitation. The National Park Service will not modify the contract to increase the price due to errors in the quote. The PO will match the quote, your invoice must match the PO. Please remember that retail sales to the federal government based in Arizona ARE NOT TAX EXEMPT, unless the seller is a manufacturer, modifier, assembler, or repairer. AWARD DATE: The National Park Service shall award this purchase order to the lowest price technically acceptable. The anticipated award date for this contract is on or around 10 March 2015. EVALUATION: Representatives from Tuzigoot National Monument will evaluate all quotes for technical acceptability. We will consider the warranty for parts as part of technical acceptability. The proposed equipment must have the same characteristics, or better, of the brand name. PAYMENT(S): The business that delivers under this purchase order must register, submit all invoices through, and will be paid via, the Invoice Processing Platform by electronic funds transfer to the bank account listed in your SAM record. If in doubt, ask. == STATEMENT OF WORK == PART I:GENERAL INFORMATION 1.1Location: Work will take place at the two housing quarters located at Tuzigoot National Monument. 1.2Directions: Follow I-17 to exit 287 (located 90 minutes north of Phoenix, or 45 minutes south of Flagstaff).Turn onto Route 260 toward Cottonwood, AZ. Continue to the intersection of Route 260 and 89(approximately 12 miles). Take a left turn onto 89 at the traffic light. Follow 89 to historic 89 and continue through Old Town Cottonwood. Tuzigoot NM is about one mile past Old Town Cottonwood in Clarkdale, AZ. on the right side of the road. 1.3Site visit may be arranged by calling Wendell Bailey at (928) 567-3484 ext. 222 or (928) 554-5004. A site visit is highly recommended. PART II:STATEMENT OF WORK 2.1.Furnish all labor, materials, tools, and equipment to remove 2 old units and install 2 new A/C units and furnaces at TUZI housing. 1.Replace evaporative cooler with new 4 ton two stage condensing unit for an A/C system. a.Replace evaporative cooler with a new A/C condensing unit: Lenox Elite Series 16 Seer R-410A Air Conditioner 15W42 Performance Model XC16-048-230 or approved equal. Condensing unit shall have a minimum of a 16 SEER rating. b.Run a circuit from the electrical panel to the condensing unit and protect with a two-pole, 40A breaker c.Install the condensing unit on a pad outside TUZI housing at a location approved by the CO. d.Remove evaporative cooler duct work and patch openings, finish patches to match surrounding building finishes. Install new piping from condensing unit to furnace. 2.Replace existing furnace with new high efficiency model a.Replace furnace with a new two stage, high efficiency model: Lenox 90000 BTU 96% AFUE Two Stage Upflow Elite Series Furnace Model EL296UH090XV60C or an approved equal. b.Location to remain the same. c.Efficiency rated 90% AFUE or higher. d.Include cooling coil Model # COIL-4-U or an approved equal compatible with A/C condenser. e.Install high efficiency filter like the one installed in the Tuzigoot Resource Office. 3.Install new programmable thermostat at location to be approved by park. 2.2Submittals: The following submittals shall be provided by the Contractor and approved by the CO prior to construction: 1.Product Data a.Air conditioning unit b.Furnace unit and cooling coil c.Filter unit and filter d.Copper fittings and drain e.Thermostat 2.3Authority: All work performed on this project shall conform to National and Arizona State Codes and standards. 2.4Field Verification: The Contractor is responsible for field checking site conditions prior to submitting a bid. Failure of the contractor to inspect the site will not constitute grounds for withdrawal of a bid or of a claim after the award of the contract. 2.5Access: During the work period of this contract the Housing units will be occupied by National Park Service employees. Access and/or sidewalks may be temporarily closed to facilitate work. All closures and access to the units will be coordinated with the COR. 2.6Delivery and Working Hours: The delivery period for this contract shall be 14 calendar days. The Contractor shall work during daylight hours only. No work shall be allowed on weekends or holidays without prior approval from the COR. 2.7Commencement: Work shall commence within ten (10) days of the Notice to proceed, unless otherwise instructed. 2.8Pollution, Erosion and Sediment Control: The contractor shall be responsible for the immediate clean- up of any spilled substances considered hazardous. 2.9.1 All ground disturbances shall be returned to natural conditions. All spills and/or drips will be immediately cleaned. Contractor will be responsible for any damage to the building, or sidewalks, and shall clean or repair if necessary. 2.9Staging Area: The Contractor may maintain a staging area for the project at an area designated by the COR. Work will be stopped if an unsafe action is noted. At no time shall the contractor operate equipment in an illegal or unsafe manner which may endanger others. The Contractor shall be responsible for all employee safety on the work site. The Contractor shall provide and insure the use of all required personal protective gear such as respirators, hard hats, gloves, ropes, eye protection, hearing protection, harnesses, etc. All operations shall comply with applicable OSHA regulations and industry standards. 2.11Injuries/Accidents: The Contractor shall report all serious injuries (those requiring medical attention) or fatalities that occur on the work site to the COR as soon as possible. The contractor shall report all injuries to the public or damage to private property to the COR as soon as possible. 2.12Prework Meeting: Prior to commencement of work, a pre-work meeting shall be held, with the Contractor and the Contracting Officer's Representative. The meeting may be in person or a conference call at the CO's discretion. The time and place of this meeting shall be determined after award of the contract. PART III: EQUIPMENT 3.1 All equipment shall conform to industry safety standards with, but not limited to, appropriate guards and emergency shut off systems. PART IV:COMPLETION OF WORK 4.1Completion of Work: Upon completion of this contract the contractor shall remove all equipment, tools, debris from project, etc. and shall leave the premises clean, neat, and in good condition. 4.2Payment: The Contractor shall supply a complete invoice to the COR in a timely manner for payment.
