Description
Brand Name Justification This is a combined synopsis/solicitation for a Brand name requirement for commercial items prepared in accordance with the format in FAR Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation Number RFQ0015-15 is being issued as a Request for Quotation (RFQ) and should be referenced on all correspondence. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-78, effective on December 26, 2014. This solicitation is considered an unrestricted procurement. DESCRIPTION OF REQUIREMENT: The Equal Employment Opportunity Commission is requesting quotes on a brand name specific basis for the purchase of Symantec Corporation software required to provide a secure and reliable platform to host a large number of our outward facing, internet based end user systems such as Integrated Mission System (IMS), GroupWise Mail, Public Portals for FOIA, Business Intelligence. The EEOC needs to provide secure and reliable SSL connectivity to its mission critical systems that are outward facing the end user/customer on the internet. The software needs to provide the highest level of security for these systems. The software also needs to provide tools that make it easy to manage the SSL certificate in the fast changing dynamic environment of the EEOC. The Brand Name Justification for the above required services is attached. SCHEDULE OF SUPPLIES/SERVICES: CLIN 0001: MPKI for SSL Premium EV Certificate Units, Qty 29 ea, Unit Price $______. Total for CLIN 0001 $________. CLIN 0002: Code Signing JAVA. Qty 1 ea, Unit Price $_________. Total for CLIN 0002 $_______, CLIN 0003: Gold Support (including CIC Automation and Discovery), Qty 1 ea, Unit Price $________. Total for CLIN 0003 $_________ Total Price to Government $___________(CLIN Nos. 0001 thru 0003). The estimated award date is February 17, 2015, Place of Performance: EEOC Headquarters, Washington, DC. PERIOD OF PERFORMANCE: The estimated period of performance for the contract is from the effective date of award through twelve (12) months. SUBMISSION OF QUOTATION: The quoter shall submit their quotation in two volumes. The quoter shall include the following with their quote: Part 1: The quoter shall provide a price and description of CLINs (0001 thru 0003) with the total price. Part II: The name, title, telephone number, fax number and email address of the point of contact. Part III: The nine digit DUNS and Commercial and Government Entity (CAGE) code with their quote. The EEOC requires all contractors who provide goods/services to the EEOC to be actively registered in the System for Award Management (SAM) located at www.sam.gov to receive contract award or payments. The Government intends to award a single firm fixed-price contract to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other price related factors considered. Quotes must be firm-fixed price and include all quantities listed above on an all or none basis BASIS OF AWARD: Award will be made based on best value using the lowest price technically acceptable (LPTA) evaluation approach. EVALUATION FACTORS FOR AWARD: The evaluation of quotations shall be on GO or NO-GO basis and will occur in two sequential stages: Technical evaluation determines whether quotations are technically acceptable or unacceptable followed by a price evaluation. GO: To be technically acceptable, all of the technical requirements as specified in this solicitation are met by the quoter. The technical capability factors are as follows: (1) Experience with Symantec SSL Certificates: The vendor must provide evidence that they can provide Symantec MPKI Premium EV SSL Certificate and Symantec Code Signing Java certificate. The vendor must provide evidence that it has successfully performed a minimum of three (3) contracts for the same or similar services within the past two (2) years to include contract type, contract number, contract value, point of contact telephone number and type of service provided. (2) Inventory: The vendor must provide the quantity of Symantec MPKI Premium EV SSLO Certificates and Code Signing Java certificates along with Gold Support specified in the order. (3) Time of Delivery: The vendor must deliver the required items within ten (10) business days after award of contract. The vendor must provide a written statement with their quote indicating that the vendor can meet or exceed the required time of delivery. NO-GO: An unacceptable quote contains one or more deficiencies. The quote fails to meet specified technical requirements of this RFQ and not all of the technical requirements are met by the quoter. If the quoter is other than the manufacturer, then documentation must be provided showing that the quoter is authorized to resell Symantec products and services. Once the quotes have been determined technically acceptable, award will be based on lowest price. All responsible sources may submit a quotation which will be considered by the EEOC. Interested quoters must submit questions regarding this solicitation via email to the Contract Specialist, Melisza Coates. Attn: Melisza.Coates@eeoc.gov, no later than February 05, 2015@11:00 am ET. No telephone inquiries will be accepted. The closing date for receipt of responses (quotations) to this solicitation is February 10, 2015 at 2:00 pm ET. It is anticipated that award from this solicitation will occur on or before February 17, 2015. Interested quoters are responsible for ensuring that their submitted quote has been received and is legible.
