Description

NOTICE OF INTENT TO AWARD SOLE SOURCE NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER: The Department of Veterans Affairs, SAO West - Network Contracting Office (NCO) 22, for the VA Greater Los Angeles Healthcare System (VAGLAHS), Engineering (138) intends to solicit and negotiate with one source, Life Technologies Corporation. The statutory authority for restricting competition under Simplified Acquisition Procedures (SAP) for Sole Source, commercial item acquisitions above the Simplified Acquisition Threshold (SAT), currently $150,000, is 41 U.S.C. 1903, as implemented by FAR 13.5 Test Program, Life Technologies Corporation, a Thermo Fisher Scientific brand, the Original Equipment Manufacturer (OEM) of VAGLAHS' inventory of one (1) Genetic Analyzer model 3130-16, one (1) Genetic Analyzer model 3500xL, and three (3) FAST Real Time PCR Systems. It is an integrated genetic analysis system that includes patented technology, computerized machines, and consumables. Life Technologies Corporation uses only factory employed and trained technicians to perform the warrantied service work on the genetic analyzers and PCR systems. The North American Industry Classification System Code (NAICS) is 325413 with a size standard of 500 employees. Life Technologies Corporation is not classified as a small business under that NAICS. No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, any firm that believes it can meet the specifications above may give written notification to the point of contact no later than 8:00 A.M., (PST) on February 6, 2015. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
