- Notice of Intent to Extend Services for Clinical Acquisition Support Services (CLASS) THIS IS NOT A REQUEST FOR PROPOSALS - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO EXTEND SERVICES The Air Force Medical Service (AFMS) has a requirement for qualified Health Care Workers (HCWs) to provide direct patient care services in the treatment of military health system (MHS) beneficiaries inside Military Treatment Facilities (MTFs), as well as logical extensions of the MTFs (e.g., Health and Wellness Centers and satellite clinics) within the 50 United States and Guam. On 21 Dec 11, the Air Force awarded 22 Multiple Award Indefinite Delivery/Indefinite Quantity Contracts with a combined $992M ceiling over a 4-year ordering period through 20 Dec 15 with all task order performance ending by 19 Dec 16. Contract numbers comprising this CLASS program include FA8053-12-D-0014 through 0028 and FA8053-12-D-0030 through 0036. All contracting offices supporting the 65 Air Force MTFs are authorized to place orders under the CLASS contracts for Air Force requirements. The CLASS program is designed to supplement the permanent clinical staff at Air Force MTFs within the 50 United States and Guam with qualified health care workers providing direct health care services to eligible beneficiaries. Contracted health care workers performing under these contracts render personal services as described in Defense Federal Acquisition Regulation Supplement (DFARS) 237.104. Direct health care services include a wide range of activities such as treatment, movement of patients, advice, clinical evaluations, recommendations, area and equipment preparation, and other clinical services by supplementing the MTF‘s clinical staff with primary care providers, specialty providers, allied health services, ancillary services, dental services, nursing services, technician services, and behavioral health services including post-traumatic stress disorder treatment. The Deputy Secretary of Defense has directed the implementation of the Military Health System (MHS) governance reform to address opportunities to realize savings in the MHS through the adoption of common clinical and business processes and the consolidation and standardization of various shared services. These changes include the establishment of shared services under Defense Health Agency (DHA) management in order to improve performance, decrease costs, and enable the MHS to operate more efficiently as an integrated health system. With the establishment of DHA, Air Force medical strategic sourcing program management resources were transferred to DHA and the contracting resources supporting medical strategic sourcing were reallocated to other contracting efforts. The Air Force planned to obtain direct patient care services through another Service agency until the DHA contract vehicles became available. The DHA Business Case Analysis, approved by senior leadership and presented to Congress, included a provision for this plan. However, the Air Force has recently been notified the other contract vehicle is no longer available. The Air Force will need to maintain direct patient care services until the DHA contract is available for use which is anticipated to be during FY17. Due to the limited time available before the end of the CLASS ordering period on 20 Dec 15, the Air Force intends to negotiate a contract extension with the 22 CLASS contractors under the authority of Federal Acquisition Regulation (FAR) 6.302. This acquisition is for a 12-month extension of services with two 6-month options, and four 3-month options intended to enable transition of services when the DHA contract vehicle becomes available for use by the Air Force. Utilizing full and open competition to obtain these services would result in unacceptable delays in fulfilling the Air Force's requirement for direct health care services by impacting existing health care governance processes, jeopardizing patient continuity of care and impairing the Government's ability to transition to the DHA contract without disruption to the Air Force Medical Service mission. This notice of intent is not a request for competitive proposals and no solicitation is available. Any interested responsible party that believes it is equally or otherwise uniquely capable of meeting the requirements described herein may submit a capability statement or proposal (to include contact information, size status under NAICS 622110, DUNS Number, and CAGE Code). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to fulfill this requirement, must clearly demonstrate that competition would be advantageous to the government and would not create a break in service or degradation of performance quality. All responses must be provided in writing to the Contracting Officer not later than 3:00 PM Local Dayton, Ohio Time (Eastern) on 20 Feb 2015. A determination by the Government not to compete this proposed contract extension is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any modifications to the existing contracts.
