- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HR1025550035 is issued as a Request for Quotation (RFQ). This is a restricted purchase set-aside for 100% Small Business Concerns and only qualified offerors may submit quotes. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The North American Industry Classification System Code [NAICS] is 624221 and the small business size standard is $10M. Price and Past performance factors will be considered. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-78, Effective December 26, 2014. Price: The proposed price will be evaluated for whether it is realistic for the work to be performed: reflects a clear understanding of the requirements, and is consistent with the requirements of the solicitation. Past Performance: The Government will evaluate past performance information to assess the offeror's likelihood of success in performing the requirements stated in the solicitation. Currency and relevance of the information (as determined by the Government), the source of the information, content of the data and general trends in the contractor's performance may be considered. CLAUSES INCORPORATED BY REFERENCE FAR 52.212-1, Instructions to Offerors - Commercial, 52.212-3, Offeror Representations and Certifications - Commercial Items, FAR 52-212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commerical Items, will apply: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-34. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Description of Services Short Term Housing Accommodation for Dos Summer Interns Period of Period: Housing required from May 31, 2015 through August 8, 2015 6 total appartments (21 interns total; 13 women and 8 men) 5 apartments with 2BR/2 Bath 1 apartment with 1 BR/1 Bath Wifi/internet/cable/phone is included Fully furnished living rooms, kitchens, dining rooms Onsite Laundry facility Bi-weekly cleaning Request all student stay in the same location. Apartments should be within 3 blocks of specified metro stations Metro Stations as follows: Ballston-MU Clarendon Court House Foggy Bottom East Falls Church Rosslyn Virginia Square-GMA The Offeror shall provide a Firm-Fixed-Price for Short Term Housing Accommodation. Quote shall be submitted via email to mansfieldg@state.gov Attn: Gwendolyn Mansfield, Contracting Officer by 3:00 PM, Eastern Standard Time on Wednesday, February 18, 2015. Proposal shall be marked with RFQ HR1025550035. A cover letter signed by the company representative may accompany the quote to set forth any information that the offeror wishes to bring to the Government's attention. Quotes will be accepted via email only. Late submissions will not be considered. The burden of insuring the Vendors' quote is received by this office, within the stated timeframe, is the responsibility of Vendor. All quotes must be valid for 30 days from the closing date for this solicitation. Communication Concerning Request for Quotation Only the Contract Administrator or the Contracting Officer may be contacted regarding this solicitation. Communication concerning this solicitation with any other Government personnel, including contractor support personnel, is prohibited unless specifically authorized elsewhere herein. If such contact occurs, the Offeror making such contact may be excluded from award consideration. RFQ Preparation Costs This Request for Quotation (RFQ) does not commit the Government to pay any costs incurred in the submission of any proposal/quote. The RFQ does not commit the Government to procure or contract for said services. The contracting officer is the only individual who can commit the Government to the expenditure of public funds in connection with this proposed procurement.
