- The General Services Administration is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest and the resources to support this requirement for Recycling Services in Chicago, Illinois. This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this Sources Sought Notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not respond to any questions concerning this market research. The NAICS codes for this requirement include 562111, 526112, 562119 and 562998. Description The Contractor shall furnish all necessary labor, equipment and supervision to provide solid waste and recycling disposal and/or removal services as outlined herein. Spillage of trash from containers shall be picked up from the pavement. All solid waste/recyclables shall have been removed from the premises. There shall be no overflow around containers. Additional property locations sites and recyclable materials may be added during the contract period. The contractor shall provide removal and hauling services described herein for the following buildings: 1. 219 S Dearborn Chicago, IL 60604 2. 11 W Quincy Ct Chicago, IL 60604 3. 230 S Dearborn Chicago, IL 60604 4. 77 W Jackson Chicago, IL 60604 5. 536 S Clark Chicago, IL 60605 6. 610 S Canal Chicago, IL 60607 7. 600 W Madison Chicago, IL 60661 8. 450 S. Federal Chicago, IL 60605 The contractor shall be responsible for loading containers onto collection vehicles. Trash Service 1. Container types will vary by location. Some locations will require a compactor. 2. Container shall accept at a minimum the following items: General Office Trash 3. Note: Newspaper, magazines, cardstock, corrugated cardboard, glass bottles, plastics and other recyclables, etc. will not be deposited in this container 4. As applicable, the Contractor is responsible for ensuring that the ram is in the forward position prior to pulling the container and for any clean-up resulting from spillage while servicing. Recycling Service 1. Material Types vary by location but include Sorted Office Paper, Mixed Paper, Old Corrugated Cardboard, and separately commingled plastic, aluminum, and glass. 2. Historic aggregated material quantities a. Sorted Office Paper i. FY12 Annual Total - 9.5 tons ii. FY13 Annual Total - 8.8 tons iii. FY14 Annual Total - 10.3 tons b. Mixed Paper i. FY12 Annual Total - 458.1 tons ii. FY13 Annual Total - 394.8 tons iii. FY14 Annual Total - 382.8 tons c. Old Corrugated Containers i. FY12 Annual Total - 7.8 tons ii. FY13 Annual Total - 10.7 tons iii. FY14 Annual Total - 11.2 tons 3. Two locations will require compactors and the remaining locations will require totes and gaylords to collect materials. 4. As applicable, Contractor is responsible for ensuring that the ram is in the forward position prior to pulling the container and for any clean-up resulting from spillage while servicing. 5. Return to the Government a portion of the proceeds for sale of the recycled materials based on the sale price at the end of the month in which the paper is picked up. Price to be determined by the PPI Pulp & Paper Week Magazine’s Domestic Recovered Paper Prices for the Midwest, published on the 5th of each month. Hauling and tipping fees shall be included in the Contractor’s price. 6. The Contractor is responsible for any clean-up resulting from spillage when servicing the container. 7. Recycling Collection Reporting Requirements a. The Contractor shall provide an electronic record of each collection to the location’s COTR and the GSA COR. The record shall provide a timestamp of collection, material type/grade(s) collected, and an approximate or exact weight of the material type/grade(s) collected. b. The Contractor shall provide a monthly electronic report of the recyclable materials collected from the property location site(s) including dates, locations, grades, and weights of collected material. Composting and Organic Recycling Service 1. Provide 96 gallon rolling containers. Provide servicing of the containers once per week by exchanging the full containers with clean containers. 2. The annual composting weight at 219 S. Dearborn St is 4.5 tons. 3. Provide a supply of compostable bags each month. 4. Container shall accept at a minimum the following Items: food waste, multifold brown paper towels, brown roll towels, etc. 5. The Contractor is responsible for any clean-up resulting from spillage when servicing the container. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Capability Statement Information Companies are encouraged to respond if they have the capability and capacity to provide the services. However, be advised that generic capability statements are not sufficient for effective analysis of a respondent’s capacity and capability to provide the required services. Responses shall directly demonstrate the company’s capability, experience, and/or ability to marshal resources to effectively and efficiently perform, while in compliance with Far 52.219-14 - Limitations on Subcontracting.
