Solicitation Number: RFQ-PA-15-00009 Notice Type: Combined Synopsis/Solicitation Synopsis: NAICS Code: 812930 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This solicitation is being issued using Simplified Acquisition Procedures. The associated North American Industrial Classification System (NAICS) code for this procurement is 812930. The Small Business Size Standard is $38.5 million. This solicitation is being issued as unrestricted. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for a firm-fixed price contract award for the acquisition of thirty-four unreserved parking spaces and two reserved parking spaces for Official Government Vehicles (OGVs) in accordance with the following specifications: The contract terms will be the Base Period of March 1, 2015 t hrough February 29, 2016, with four successive twelve (12) months Option Periods. The exercise of the Options Periods will be at the Government's discretion. When the Government exercises the option to extend the term of this contract the number of unreserved parking spaces can be reduced at the Government's discretion with no change in prices offered for the option periods. Billing shall be monthly in the arrears. The parking garage shall allow self-parking only. All vehicles are to be parked by the EPA employees driving the (OGVs). The parking garage shall be open for business twenty-four (24) hours a day, seven (7) days a week with unlimited ingress and egress. The contractor shall provide clearly striped marked parking spaces. The parking facility attendants will not be allowed to park the OGVs or keep sets of keys for the OGVs. Attendant parking is prohibited. The parking garage shall be within a three-block radius of 1650 Arch Street, Philadelphia, PA 19103-2029. The c ontractor shall provide a single facility that is well-lighted throughout, including stairwells, entrances and all areas accessible to EPA personnel. Each parking space shall be large enough to accommodate a full-size sedan, or a full-sized van. For the purpose of this contract, full-sized denotes cars and vans that weigh within the range of 1,755 kilograms to 2,430 kilograms total. The parking lot shall provide new access cards each year on the anniversary of the contract. Technical includes the contractor's ability to meet the requirements of the Statement of Work. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government intends to award on an all or none basis.
