- Continuation Pages VA786-15-R-0070 A00001 The purpose of this amendment is to answer questions submitted by contractors and to address errors. 1.Question: Will a mortar analysis be required? Answer: The SOW calls for in kind replacement; the original mortar is a lime/sand mix, so it is required to be used for the repairs. If a contractor wants to have a mortar analysis performed, he can propose to do so at his own expense. 2. Question: Please clarify SOW, is it one or three brick piers? 1.1 One approximately 16"x16"x4' damaged, existing red brick corner pier and 48" high walls which it connects at the south west corner of the cemetery were damaged in an apparent car accident. It is damaged, falling down and do not meet NCA standards for a National Shrine and need to be replaced. 5.11.1 General Description: This section describes specific requirements for pier exterior face brick and interior core structural masonry (CMU) to replace in-kind the three existing red brick piers, for the work as indicated in paragraph 3.0 Scope of Work. Answer: As for the number of piers, the scope of work, paragraph 3.2 and 3.3 clearly states 1 pier. Paragraph 5.11.1 was erroneous. See below 3.0 Scope of Work 3.2 Contractor shall provide all labor, equipment, material and supervision necessary to: field verify and record all dimensions for in-kind replacement; demolish, dispose of off-site or salvage and replace damaged red brick corner pier and walls. Demolish and replace in-kind one approximately 16"x16"x4' damaged, existing red brick corner pier and 48" high walls which it connects; carefully salvage all bricks which can be salvaged and replace with like color material and texture the bricks which cannot be salvaged. Remove and dispose of off-site any remaining material 3.3 Reconstruct one approximately 16"x16"x4' damaged, existing red brick corner pier and 48" high walls which it connects; carefully salvage all bricks which can be salvaged and replace with like color, material and texture the bricks which cannot be salvaged. Remove and dispose of off-site any remaining material. 3.Question: The damaged corner pier was observed. There is noticeable brick wall damage on both sides of the corner pier extending to first pier on both sides of the damage corner pier. The scope does say replace the "48 inch walls which it connects"; can you provide a diagram showing the limitations of the work area which could be to the first pier in both direction from the damage corner pier. Confirm that the replacement of adjacent 48" walls should match existing. Answer: the following, which appear throughout the solicitation, was amended to read: Contractor shall provide all labor, equipment, material and supervision necessary to: field verify and record all dimensions for in-kind replacement; demolish, dispose of off-site or salvage and replace damaged red brick corner pier and walls. Demolish and replace in-kind one approximately 16"x16"x4' damaged, existing red brick corner pier and repair affected area of 48" high walls to which it connects; carefully salvage all bricks which can be salvaged and replace with like color material and texture the bricks which cannot be salvaged. Remove and dispose of off-site any remaining material; at the Seven Pines National Cemetery, 408 E. Williamsburg Rd., Sandston, VA 23150. 4.Question: The scope refers to salvaging the brick. Can salvage be removed from the scope? What is the percent of salvage brick is the government expecting? In other words, if we bid the project and to win it we only put back 10 bricks will we still get paid? Answer: Salvage cannot be removed from the scope. There is no minimum number of bricks that must be replaced. There must be an attempt to salvage as many bricks as possible. Also, the replacements must be "In Kind", meaning it must match the original bricks in size, color and texture. 5.Question: How many lineal feet of wall is to be replaced? Answer: Please see the attached picture of the damaged walls. Basically there should be minimal replacement of affected areas of the walls, inner or outer, just repairing where the walls attach to the pier, few bricks that are broken and some pointing. If more information is needed, it is recommended doing a site visit.
