Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is W9127N-15-R-0013 and is issued as a Request for Proposal (RFP). Request for Proposal are due by 9 March 2015, 4:00 p.m. (PST). The RFP will result in a firm fixed price contract. This solicitation is unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 221111. Period of Performance: 18 March 2015 through 17 February 2016. This procurement is a firm-fixed price (FFP) professional services contract using the Lowest Price Technically Acceptable (LPTA) source selection process for an award. Award will be made from selection of the technically acceptable proposal on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Evaluation methodology for this procurement consists of three (3) technical factors: Past Experience, Past Performance, and Work Plan. This acquisition will utilize FAR Part 15 and is intended to minimize the complexity of the solicitation, the evaluation, and the source selection decision while maintaining a process designed to foster an impartial and comprehensive evaluation of the Offerors' proposals. It is the intent to award without discussion, however, the Government reserves the right to hold discussions if deemed necessary. See Performance Work Statement (PWS), site locations, and Bid Schedule in the attachments. The Government will award a contract regulating from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers with submission requirements: 1. Factor 1 - Submit successful work on projects that is ongoing or has occurred within the past five (5) years and is experience that is the same or similar in scope and complexity to the NERC generator model validation testing described in these specifications. Firms that PASS will show past technical experience in four or more of the major areas: (1) Minimum of one (1) senior technical engineer with minimum ten (10) years of testing, parameter development, and dynamic model development for use in regional stability studies for generator, excitation systems, and governors; (2) Minimum of five (5) years documented company experience in testing, parameter development, and dynamic model development for use in regional stability studies for generator, excitation systems, and governors; and (3) Documented generator model development and report preparation for at least four of the eight regional entities as defined by the NERC. http://www.nerc.com/AboutNERC/keyplayers/Pages/default.aspx Past Experience shall be limited to no more than three (3) projects within the last five (5) years that affirmatively demonstrate the Offeror's specialized training and ability. 2. Factor 2 - Submit past performance information on ALL NERC generator model validation projects performed in the past five (5) years. Offerors may provide details in its proposal on past performance problems, the corrective action taken, and contact information for a customer Point of Contact (POC) or Reference familiar with the problems and the corrective action. If any performance issues are identified, the Government will consider the number, type and severity of the problems and effectiveness of corrective actions taken. The Government intends to use existing databases and/or information from the Offeror's identified POCs / References for past performance efforts, and reserves the right to conduct a pre-award survey. 3. Factor 3 - Submit a work plan demonstrating the resources/manpower required, the sequencing and critical path milestones involved, including Government review periods, and a feasible schedule which meets the deadline. Successful demonstration will include, at a minimum: name of project management firm, key personnel, and detailed narrative of identified project phases for successful completion. Work breakdown structure and schedules will be evaluated for realism and thoroughness. Demonstrate a thorough understanding the submittal requirements, required work, technical risks, and a realistic plan to finish the required work on time, within the proposed budget. Include discussion of anticipated restrictions due to site location, access limitations, and availability, as well as the ability of the Contractor to ensure sufficient resources are available should unanticipated events occur. 4. PRICE PROPOSAL - Submit a price proposal on your company letterhead showing per job per contract line item (CLIN) with a total price of all of the units and dams (CLIN 0001 through CLIN 00009) in the format in the attached Bid Schedule/Price Schedule for the following CLIN locations: Broken Bow Dam, Denison Dam, Eufaula Dam, Fort Gibson Dam, Keystone Dam, Robert S. Kerr Dam, Tenkiller Ferry Dam, Webbers Falls Dam, and Ozark Dam. Include the following information on your proposal: cage code, tax id number, company name, phone number, contact, and email. Offerors must be registered on the Systems for Award Management database (SAM). Information concerning SAM requirements may be viewed via the Internet at https://www.sam.gov/portal/public/SAM/ or by calling the SAM Registration Centers at 866-606-8220. Only contractors who are registered in the Systems for Award Management (SAM) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors proposals shall be valid for a minimum of 60 days to be acknowledged in the offeror's proposal. 5. Clauses may be accessed electronically in full text through http://farsite.hill.af.mil.
