- Notice of Contracting Action (NOCA) Presolicitation Notice Number 15-040 SUBJECT: Wideband Global SATCOM (WGS) 7-10 Contract FA8808-10-C-0001: Mitigation and Anti-Jam Enhancement (MAJE) This announcement constitutes a Notice of Contract Action (NOCA) by the Space and Missile Systems Center (SMC) Military Satellite Communication (MILSATCOM) Systems Directorate (MC), Contracting Office (SMC/PKJ), Los Angeles Air Force Base, CA. The Government has been contracting with The Boeing Company to deliver WGS Satellites 7 through 10, plus the associated control segment products to provide theater and global communications for the warfighter, with a period of performance through 31 March 2018. The proposed sole source contract modification will provide enhanced mitigation and X-band anti-jam capability for the Wideband Global SATCOM (WGS) satellite constellation. The contracted effort will provide enhanced WGS Anti-Jam capabilities and fielding at Joint SATCOM Engineering Center/Control System Lab (JSEC/CSL) and all five Wideband Satellite Operations Centers (WSOCs). The scope of this work includes: • Adaptive nulling • Geolocation • In-service X-band Array Calibration • Phased Array Beam Generation Additionally, these anti-jam enhanced activities include personnel, services, hardware and software products, tools, data, facilities, and processes required to manage, plan, design, develop, install, test, support, and verify that the WGS MAJE capability is in compliance with requirements as set forth by the WGS program office at JSEC/SCL and all WSOCs. Boeing has matured the technologies needed to implement the enhanced anti-jam capabilities - ground based adaptive nulling, geolocation and in-service x-band array recalibration, in addition to owning proprietary data and technologies needed to complete the design if the anti-jam enhancement that meets the needs of the Government. The Boeing Company has been assessed as the only company capable of providing these supplies/efforts because it will avoid a substantial duplication of cost to the Government that is not expected to be recovered though competition, based on the unique capabilities demonstrated in their expertise of the WGS System. This contract action is expected to be awarded on a sole source basis. Any persons or companies interested in this effort are to respond to the requirement(s) and submit their capabilities to the primary contact below. The capabilities statement should address why the responding company can perform the work. This notice is for information purposes only; it does not constitute request for proposals or quotes. The Government will not recognize any costs associated with submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a statement of capability, not to exceed 10 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 12 point Times New Roman font, with 1 inch top, bottom and side borders). Statements of capability, which shall be received within 15 calendar days (20 Feb 2015) by 5:00 PM (Pacific Time) from the date of publication of this notice, will be considered by SMC/PKJ. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
