Attachment 3: Sample Requirements Traceability Matrix Attachment 2: Functional Requirements Document Attachment 1: Statement of Work February 5, 2015 FROM: Department of the Interior (DOI), Interior Business Center (IBC) SUBJECT: Request for Information (RFI) for IT Consultation Services In accordance with FAR Part 10 this RFI notice is for market research and planning purposes only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. I. GENERAL INFORMATION The DOI Office of the Special Trustee for the American Indians (OST) is seeking market information from qualified, experienced and interested contractors who can provide professional Information Technology (I.T.) Consultation services to develop an Alternatives Analysis, Functional Requirements Document (FRD) and develop a Statement of Work (SOW) or Performance Work Statement (PWS) to outsource the development of a risk based software that will allow compacted Tribes to self-assess their Indian Trust functions or activities related to fiduciary compliance, as outlined in 25 CFR 1000.355. Please see the attached DRAFT Statement of Work for additional information. All interested firms must respond to the following: a. Provide your firm's identifying information (name, address, phone number, CAGE code). b. Indicate whether your company is a large or small business. If applicable, identify what small business program(s) you have certification for (e.g. SBA Certified 8(a), Service Disabled Veteran Owned, Hubzone, etc.). c. Tell us the reasonable number of calendar days you will need to respond to a RFP. d. Do you have existing contract vehicles in place with the DOI, or purchasing vehicles with the Federal Government (e.g. GSA, SEWP, etc.)? e. Provide an overview of your company's technical capabilities, estimated length of time required to complete the tasks described in the SOW including total price assuming a Firm Fixed Price type contract is utilized. f. The Government would like the SOW to be as clear and precise as possible. Please submit any requests for clarification on content of the SOW by the deadline identified in the schedule in Section II below. g. The Government wants to ensure transparency of this process and ensure that all interested firms are provided the same information. If your firm has a question/clarification regarding this RFI, can the Government post your firm's questions, along with the Government's response, in FedBizOpps, GSA, etc. (your firm's name will not be disclosed to the public)? If your company objects to the sharing of any questions submitted, please notify the Government no later than the due date for questions submission identified in Section II below. h. Any information submitted that you consider proprietary should be clearly marked as suchso that it can be protected and not released to other companies. i. Any other comments, feedback or response on how to improve this requirement is highly encouraged. OST wants this to be a fair, productive, and positive process. II. RESPONSE SUBMISSION INSTRUCTIONS Please send questions/clarifications and responses via email to the primary point of contact, Sara Foncannon, at sara_foncannon@ibc.doi.gov.
