- This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small business sources in the following major socio-economic categories; small businesses, small disadvantaged businesses, 8(a) companies, woman-owned small businesses, veteran-owned small businesses, service-disabled, veteran-owned small businesses, and companies located in HUBZones. Your responses to the information requested will be used by the Government to determine whether the acquisition may be set aside for small business. The North American Industry Classification System (NAICS) code for the proposed acquisition is 541990, All Other Professional, Scientific & Technical Services and the size standard is $15.0 million dollars. Organizations, not considered small business under the applicable NAICS code, should not submit a response to this notice. The National Institute of Environmental Health Sciences (NIEHS) supports an array of research and community-engagement programs that translate environmental health research and approaches into useful tools and resources that can be used by the public, students, educators, researchers, healthcare professionals and public health practitioners, and policy makers. These programs also address a variety of health conditions and outcomes, environmental exposures, and environmental health concerns of diverse populations. In 2008, the institute launched the "Partnerships for Environmental Public Health" (PEPH) program to help coordinate and provide greater focus to NIEHS-funded research, communication, capacity-building, evaluation, and community-engagement efforts in environmental public health. For the purposes of PEPH, Environmental Public Health is defined as the science of conducting and translating research into action to address environmental exposures and health risks of concern to the public. In addition to grantees in these NIEHS programs, the PEPH program brings together environmental health scientists, community members, educators, health care providers, public health officials, and policy makers in the shared goal of advancing the impact of environmental public health research at local, regional, and national levels. PEPH posits that fostering local, regional, and national partnerships between and among community residents/organizations, researchers, and other stakeholders in the research process, vital information about the linkages between exposures and disease can be discovered and used to promote health and reduce the risk of disease across the populations at highest risk. In addition to breaking down programmatic silos at NIEHS, PEPH supports and advances the institute's leadership in translating research into environmental health messages and information. A central goal for the PEPH program is to create and provide materials to increase public awareness and literacy about environmental health risks. Furthermore, PEPH provides a framework to advance strategies to communicate environmental public health messages to diverse audiences. Finally, the PEPH program recognizes the critical value of evaluation. As such, the program supports and stimulates evaluation approaches for environmental public health projects. The purpose of this new contract is to advance and expand the existing PEPH Resource Center efforts. The goals of the new contract are to: • Increase interactions across all programs and grantees within the PEPH network, ensuring that researchers as well as community-engagement leaders are involved. • Increase awareness and understanding of environmental public health. • Maintain PEPH Resource Center (database and web page) populated with current materials developed by grantees & Federal partners within the PEPH network • Leverage materials in the PEPH Resource Center. • Increase recognition of PEPH resources as tools for advancing work in community engagement. • Improve ability to identify opportunities to fulfill unmet needs in environmental public health knowledge • Advance communication research in environmental health sciences, which includes environmental health literacy. • Promote community-engaged research approaches for environmental public health. • Enhance the NIEHS position as a trusted resource for evidenced-based environmental public health information. ANTICIPATED PERIOD OF PERFORMANCE: The Government anticipates a one-year (12 month) base contract with four (4) one- year (12 month) option periods, and one (1) six (6) month option to extend the contract. CAPABILITY STATEMENT/INFORMATION SOUGHT: Capability statements should include the following information: a. Company name and address b. Corporate experience and management capability. c. Examples of prior completed Government contracts, references, and other related information; respondents' DUNS number, organization name, address, point of contact, size and type of business, i.e. small businesses, small disadvantaged businesses, 8(a) companies, woman-owned small businesses, veteran-owned small businesses, service-disabled, veteran-owned small businesses, and companies located in HUBZones. The Government shall consider all responses received within fifteen days of this posting. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish their capability to fulfill this requirement.
