- This DRAFT Request for Proposal (RFP) is for a total HubZone Small Business Set-Aside, single award firm-fixed-price contract to provide full food service at Ft. Leonard Wood, MO. The applicable NAICS for this notice is 722310 with a Small Business Size Standard of $35,500,000.00. This DRAFT RFP is intended to provide you with the anticipated requirements prior to issuance of the formal/final RFP. MICC-Fort Leonard Wood anticipates publishing the final RFP on or after 5 March 2015. This acquisition is for Full Food Service on an Army installation and as such, pursuant to the Randolph Sheppard Act, the State License Agency (SLA) Blind Vendor has priority for award. What this essentially means is that if the SLA is included in the competitive range, the SLA will be offered the award first. The current SLA has expressed an interest in this acquisition, has been performing satisfactorily for 10 years, and therefore is a viable competitor. In the unlikely event that the Government does not reach an agreement with the SLA after all remedies under the RSA procedures including Arbitration by the Department of Education, an award will be made to the LPTA small business HUBZone contractor. In accordance with FAR Subpart 15.201, Exchanges with Industry before Receipt of Proposals, MICC-Fort Leonard Wood is encouraging industry input, comments, and questions from all prospective HubZone offerors. The purpose of exchanging information is to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge accurately if and how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality services at reasonable prices by increasing efficiency in proposal preparation, proposal evaluation, negotiation (if required) and contract award. The DRAFT RFP is for planning purposes only and does not commit the Government to any contractual agreement. The Government will not award a contract based upon prospective offeror responses to this announcement. The Government does not assume any costs associated with industry responses to the DRAFT RFP documents. Please note, the DRAFT RFP is considered to accurately reflect the proposed process and parameters for this acquisition. The solicitation is subject to review, and approval prior to issuance of the formal/final RFP. Changes as a result of the review and approval process may significantly alter the formal/final solicitation requirements. The resulting single award firm-fixed-price contract will consist of a potential five-year period of performance which includes a one-year base period and four one-year option periods. There is no guarantee the options for the follow-on years will be exercised. Responses and comments to the DRAFT RFP are due to the below no later than Thursday, February 19, 2015.
