FA860715R2760_PRESOLICITATION AFLCMC/WWB UNIVERSAL ARMAMENT INTERFACE (UAI) PROGRAM PRESOLICITATION This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award four separate sole source contracts to the following companies: The Boeing Company, Lockheed Martin, Northrop Grumman Corporation, and Raytheon Company to provide the necessary engineering, software programming, source code writing, and program management services and products to maintain and advance the Universal Armament Interface (UAI). The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (937) 255-5472. This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level. However, for subcontracting opportunities please contact the respective companies: The Boeing Company, Lockheed Martin, Northrop Grumman Corporation, and Raytheon Company.
