Description
The U.S. Environmental Protection Agency requires a composting program contract be established for its facility located in Cincinnati, OH. The Contractor shall provide all necessary labor, material, collection, hauling, disposal, and documentation for the composting program. The Contractor shall plan, schedule, coordinate, manage, supervise, and perform all of the work necessary in order to meet the requirements of a composting program. To meet the goals of the composting program, the contractor must educate facility and cafeteria staff to ensure waste materials resulting from the cafeteria?s kitchen and dining areas are separated into appropriate biodegradable (i.e. food scraps) and non-biodegradable waste and placed into respective contractor-provided sealed receptacle bins, which will be located in the cafeteria kitchen and dining area. At the end of each meal service, EPA will ensure the waste materials collected in the biodegradable and non-biodegradable bins are transported to the cafeteria loading dock for disposal and placed in contractor-provided lidded receptacles. The composting program contactor shall manage the collection and disposal of the biodegradable and non-degradable waste that results from the kitchen and dining areas. The composting program contractor shall (1) ensure facility and cafeteria staff separates biodegradable and non-degradable waste material appropriately; (2) provide compostable trash liners so cafeteria staff can change bags as needed; (3) schedule waste pick-up on specific day?s and time?s; (4) place signs on the wall above the bins in the kitchen and dining areas to identify materials that are acceptable for composting; and (5) provide monthly reports including the weight of waste collection in pounds to EPA. The composting program contractor shall provide composting services that utilize state of the art collection equipment and use leak-proof containment specially designed to manage organic material. All material collected shall be transported to a composting facility where it shall be utilized either for the manufacture of organic compost or the production of methane gas (renewable energy source). The composting program contractor shall provide a minimum of three bins for internal collection of organic material generated. The contractor shall have the material collected on a weekly basis or as needed basis to prevent materials from creating unpleasant smells or attraction of rodents. Upon contractor-provided receptacles being emptied, each container shall be rinsed and the rinse water shall be transferred into the collection vessel. The outside of the container shall be wiped down and an odor control agent applied to the interior. Waste information shall be documented and summarized in a monthly report to the EPA. The anticipated NAICS Code is 562219, Other Nonhazardous Waste Treatment and Disposal with a small business size-standard of $35.5 million. Prospective offerors interested in meeting the needs of this composting program are encouraged to provide information that explains the capabilities of their company. Information may include a detailed written capability statement, brochures, or other information that explains how your company would meet the requirements identified above. Your information should include whether the prospective offeror is a large or small business, and type of small business (i.e. 8(a), Small Disadvantaged, Woman-Owned, Service-Disabled Veteran-Owned, etc.), if applicable. This is not a solicitation for a Request for Proposals. Submission of information based on this sources sought notice is not a prerequisite for submitting a proposal, should one be requested in the future.
