- This revised DRAFT Request for Proposal (RFP), under the Small Business Administration 8(a) program utilizing North American Industry Classification Code 541330 with a small business size standard of $38.5M, is for a competitive 8(a) Small Business Set-Aside, multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide professional, scientific and technical services and support for the United States Army Military Intelligence Center of Excellence (USAICoE), Capabilities Development and Integration Directorate (CDID), Fort Huachuca, Arizona. The DRAFT RFP is intended to provide you with the anticipated requirements prior to issuance of the formal/final RFP. In accordance with FAR Subpart 15.201, Exchanges with Industry before Receipt of Proposals, ACC-APG, Huachuca Division is encouraging industry input, comments, and questions from all prospective 8(a) offerors. The purpose of exchanging information is to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge accurately how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality services at reasonable prices by increasing efficiency in proposal preparation, proposal evaluation, negotiation (if required) and contract award. The DRAFT RFP is for planning purposes only and does not commit the Government to any contractual agreement. The Government will not award a contract based upon prospective offeror responses to this announcement. The Government does not assume any costs associated with industry responses to the DRAFT RFP documents. Please note, the DRAFT RFP is considered to accurately reflect the proposed process and parameters for this acquisition. The solicitation is subject to review, and approval prior to release of the formal/final RFP. Changes as a result of the review and approval process may significantly alter the formal/final solicitation requirements. The resulting Multiple Award Indefinite Delivery/Indefinite Quantity (MA IDIQ) contract will encompass a potential five-year period of performance which includes a one-year base period and four one-year option periods. There is no guarantee the options for the follow-on years will be exercised. This MA IDIQ has an anticipated ceiling of $195,000,000.00 based on current known and future unknown requirements.
