Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Armed Forces Research Institute of Medical Sciences (AFRIMS) to buy a brand name ScanScope CSO digital slide scanner with e slide manager 2000 image analysis without competition as prescribed in FAR 6.302-1. Specifically, the government will purchase the following items manufactured by Aperio from one of its authorized distributors located in Thailand: The technology of the Aperio Scanscope CSO digital slide scanner allows the scanner to rapidly generate what is in essence a full scan of the slide at multiple magnifications. The capability is built into the software to allow for fluid movement between all levels of magnification from 2x to 83x with the same degree of acute fine focus as exists with the microscope. This allows the end user to evaluate all portions of the slide up to the equivalent of oil immersion magnification (83x). Additionally, the integrated software includes decreased scan times and file sizes are reduced through technology that avoids clear glass areas and automatically sets scan regions with greater accuracy. Over time, degradation of a slide will occur. Eventually, within a few years, slides lose their staining and become homogenous in color and are no longer diagnostic, however by using the Aperio Scanscope CSO digital slide scanner, we would be capable of modernizing our archiving of pathology, cytology, hematology and immunohistochemistry. The digital record would be permanent and would benefit retrospective studies of all of the work conducted in the Vet Med department in support of NIH, enterics or any other collaborating group or department. There are inherent difficulties with distance from many collaborators, and the concerns, difficulties and delays associated with the Convention on Trade of Endangered Species (CITES). There are potential restrictions on sending slides associated with agents which are Foreign animal diseases such as foot and mouth disease (FMD) or bovine spongiform encephalopathy (BSE) for the United States or collaborating countries. The technology associated with the Aperio Scanscope CSO digital slide scanner would be an extraordinary effort multiplier for AFRIMS. The capability to scan a slide, be it for concurrence with a collaborating group as with a protocol driven histopathological analysis, immunohistochemical staining or blood/cytological smear; in consultation with pathologists throughout the world to confirm a confusing, unique or controversial diagnosis; or to conduct analysis of the slides via special techniques available outside of AFRIMS would be a necessary asset. It is critical that the authorized distributor is located in Thailand to provide local support service with troubleshooting capability. The technical staff who will be operating the equipment, in and above the US Army Veterinary Pathologist may have difficulty communicating the specifics of equipment failure with technical support staff who do not speak Thai. It is critical to recognize that AFRIMS, through the DoD employs several hundred Thai nationals who have greater longevity at AFRIMS than the standard rotation of the veterinary pathologist, and as such their ability to communicate with the vendor in a mutual language will be of paramount importance. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 and FSC 6640. Proposed solicitation number: W81XWH-15-T-0108. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only. Interested concerns must identify their capability in writing to the above e-mail address listed above no later than 9:00 AM ET, 20 February 2015.
