- INTRODUCTION This is a pre-solicitation non-competitive notice of intent synopsis to award a contract without providing for full or open competition. THIS IS A NOTICE OF INTENT. A SOLICITATION WILL NOT BE ISSUED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to Illumina Inc. for HumanOmni5 DNA Analysis BeadChip Kits. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE This procurement is classified under 334516 - ANALYTICAL LABORATORY INSTRUMENT MANUFACTURING with a Size Standard of 500 employees. REGULATORY AUTHORITY The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-78, effective 26 Dec 2014. This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR Part 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) 13.106-1(b) Soliciting from a single source. As a "modern times" human brain collection center, HBCC not only collects/dissects/stores postmortem brain tissue but also generates a lot of valuable data in genomics/genetics through high-throughput tools such as microarray based gene expression and genotyping. HBCC genotypes every eligible sample on whole genome genotyping chips for millions of genotypes. PROJECT DESCRIPTION CLIN 1 Catalog Number - WG-311-5002 Description - HumanOmni5 DNA Analysis BeadChip Kit (48 samples) Quantity - 1 CLIN 2 Catalog Number - WG-311-5003 Description - HumanOmni5 DNA Analysis BeadChip Kit (96 samples) Quantity - 2 CLIN 3 Shipping and Handling Costs PERIOD OF PERFORMANCE Delivery shall occur on or before March 2, 2015. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION Due to quality, reliability, and consistence, the National Institute of Mental Health (NIMH) originally procured Illumina's Human 1M-Duo and Human Omni-5M-Quad BeadChips Kits (genotyping microarrays) to complete genotyping for approximately 1000 DNA samples. These tasks were performed for the project of whole genome genotyping on DNA samples extracted from Human Postmortem Brain Tissues in the past 5 years. Now, 1M-Duo BeadChips have been discontinued by Illumina and additional Omni-5M-Quad BeadChips Kits are required. The Omni-5M-Quad BeadChip from Illumina is the only platform that has overlap of data with the BeadChips that were previously procured. To retain consistency in quality control, and compatibility with previously acquired data, NIMH requires the use of the same product line of BeadChips for the genotyping work in the ongoing project. Additionally, the Contract Specialist performed market research by contacting Affymetrix, a competitor of Illumina, to determine if equal products could be procured through their company. Affymetrix indicated that, yes, products equal to Illumina's could be procured through their company; however, Affymetrix indicated that their products are not compatible with any existing Illumina system. Thus, the existing Illumina system would need to be be swapped out for an Affymetrix system. This is not a viable option for the Government due to considerate system procurement and reconfiguration costs in addition to the increased risk of losing consistent and accurate data obtained by the existing Illumina system. This market research would suggest that the aforementioned facts would apply to any other equal product and system as well. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
