- This is a Pre-Solicitation Notice for United States Transportation Command (USTRANSCOM) Acquisition Directorate Solicitation HTC711-15-R-R015 and serves as notification to Industry of the Government's intent to procure Third Party Logistics Services within Afghanistan and Pakistan. The anticipated date for release of the Request for Proposal is on/about 5 May 2015. The Third Party Logistics Services will provide support of import and export logistics and tracking services at selected locations in Afghanistan/Pakistan with the level of operations varying from location to location. This contract will require interfacing with the current Universal Services Contract (USC) commercial carriers for reporting information, and submitting incident reports for all pilfered, detained, vandalized and damage equipment and/or cargo. The information will consist of data, documentation, pictures, and reports detailing where Government and non-Government cargo is lifted, discharged, positioned, and/or stored along the designated routes identified in the contract. Cargo movement reporting at all locations is required seven days a week. This acquisition may utilize Best Value source selection procedures. Award may be made to the offeror that is the overall best value to the Government, who is deemed responsible in accordance with the Federal Acquisition Regulation and whose proposal conforms to the solicitation requirements. The NAICS code for this procurement is 541990, (All other Professional, Scientific, and Technical Services). The Government anticipates a base plus up to two (2) option years.
