Neither unsolicited proposals nor any other offers will be considered in response to this request for comment. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this request for comment. All information received in response to this request for comment that is marked as proprietary will be handled accordingly. BACKGROUND The CTCs, are dispersed training venues collocated with Marine Expeditionary Forces (MEF); the CTCs provide a wide range of technical courses in support of the warfighter. To meet mission requirements, the Government requires acquisition of Instructional Services and Curriculum Management. The Government expects and the Contractor shall provide instruction that meets commercial industry and tactical military standards. The mission of the CTC is to plan, coordinate, execute and supervise communication systems training in the regional area of each Marine Expeditionary Force (East Coast, West Coast, and Pacific Region). This includes formal and informal training, contracted training, vendor training and New Equipment Training (NET). To design, develop, conduct and evaluate training and education for Marine Corps personnel related to communication systems and conduct prescribed training and certification of Marines as Information Assurance (IA) professionals. Marine Corps Systems Command (MARCORSYSCOM) is the USMC acquisition activity responsible for procuring and training communications equipment for the USMC. MARCORSYSCOM has coordinated with the Training and Education Command (TECOM) and the Marine Corps Communications and Electronics School (MCCES) to provide sustainment training requirements for communications equipment procured in recent Fiscal Years (FYs). TECOM/MCCES has submitted the necessary documentation for the Program Objective Memoranda (POM) for this initiative to permanently support the CTCs. Facilities are available and training devices are on hand with both being maintained and budgeted for by the Government at each CTC. Each Program of Instruction (POI) or course is designated by Course Identifier or CID. Within each POI, there is a specific set of training equipment and training support devices. The combination of facility, training equipment, and training support devices being provided by the Government will ensure consistent delivery of instruction and mastery or sustainment of the training and readiness event. PURPOSE OF THE REQUEST FOR COMMENT The purpose of the request for comment is to solicit comments from industry on the draft proposal for Instructional Services, Curriculum Development and Management; and Curriculum Training and Testing. Vendors are encouraged to provide any comments or objectives that may help provide a better written Performance Work Statement for the requirements needed. Any resulting contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base and four (4) out-years. Any resulting solicitation will be 100% set-aside for small businesses. NOTE: Due to the size of some Government Furnished Information (GFI), a request to the Contract Specialist at teri.snyder@usmc.mil. The documents will be provided for proposal purposes. NOTE: EMAILS WITH ATTACHMENTS GREATER THAT ONE (1) MEGABYTE WILL NOT BE RECEIVED. RESPONSES MAY BE SENT IN MORE THAT ONE EMAIL IF OVER THE 1 MEGABYTE LIMIT.
