- This notice constitutes a REQUEST FOR INFORMATION, and is not a solicitation. This notice does not obligate the NAFI to take further action beyond the issuance of this notice. No entitlements to payment of direct or indirect costs or charges by the NAFI will arise as a result of a submission of responses to the RFI and NAFI use of such information. Information submitted in response to this notice will be used as market research information. Information that is confidential or proprietary in nature should not be submitted. The NAFI reserves the right to utilize the information received in response to this notice to refine its requirements and/or acquisition approach in meeting the requirements herein. The United States Air Force Services Activity, Food and Beverage Division is seeking to identify potential sources to perform full food services that satisfy the requirements of the Food Transformation Initiative (FTI) concept to improve delivery of Air Force food services at multiple selected Air Force Bases and related facilities throughout the world. Successful sources will possess demonstrated experience in the food and beverage operations and maintenance of diversely located food and beverage outlets. As a brief overview, the scope of the FTI concept entails certain services including and related to the provision of food and beverage services, facilities management, maintenance/repair services, and other related services. CONTRACTING OFFICE ADDRESS: Department of the Air Force, Direct Reporting Unit - Air Force Services Activity, AFSVA-AFNAFPO, 2261 Hughes Ave., Ste 156, JBSA Lackland TX 78236-9854 All NAF contracting actions are conducted in accordance with AFMAN 64-302 and DoDI 4105.67. The Federal Acquisition Regulations (FAR) and its supplements are not applicable to NAF procurements. Being a FTI Prime Contractor may include, but will not be limited to, past experience and/or proven capabilities as follows: •· - Provide complete oversight of the Base Food Service program: provides food and beverage services on Air Force Bases and related facilities, including the provision of managerial and operational personnel, food products, supplies, equipment, materials, technical support, training, systems, to successfully accomplish FTI Program functions, at a level of quality acceptable to the AF NAFI. •· - Responsible for food purchase and production, quality control, human resources management (hiring, training, development, dismissal, etc.), and financial management of the FTI assigned facilities. •· - Provide food service concepts; identifying the number, type and brand identity of each service platform. Food service concepts must reflect maximum creativity and a range of choice that will accommodate a diverse Installation clientele and their nutritional needs while balancing quick service, high quality and convenience - speed of service and variety at a fair price, as well as the ability to take food "to go". •· - Provide menus that demonstrate nutritious and healthfully prepared entrees and accompaniments at each meal. Menu must provide a combination of recipes that take advantage of a variety of cooking methods and incorporate ingredients for scratch cooking. Menu and recipes may include the use of some semi-convenient and pre-made products but must comply with DOD Nutritional Standards and My Plate guidelines to meet the healthy meals standards and would require pre-approval prior to implementation. All menu and recipe items will comply with DOD Nutritional Standards and My Plate guidelines to meet the healthy meals standards for the AF Warfighters. Menus must include the estimated food cost per meal served and speed of service standard by meal period. •· - Possess meal service capabilities that can be provided including home meal replacement type meal offerings that are chilled and ready-to-heat, etc. •· - Provide food service training to Air Force food service personnel assigned by the Air Force to work in Base FTI, as per guidelines established by the U.S. Air Force and local Base requirements. •· - Possess proven Quality Assurance processes and methodologies that are used to determine that objectives and requirements are being met. •· - Proven experience in managing successful transition, renovation, and opening of multiple geographically separated client operations simultaneously. •· - Possess personnel and resources at the regional, national, and international level to support Air Force food services at multiple selected Air Force Bases and related facilities throughout the world. •· - The FTI concept mandates participation by AbilityOne as a subcontractor in Food Service Operation for mission feeding.
