- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes, and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified offerors interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, and (i) a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The U.S. Army Medical Research Acquisition Activity (USAMRAA), 820 Chandler Street, Fort Detrick, MD 21702, is seeking potential qualified offerors to provide the following: 1)Capability to micro-CT scan samples ranging from small bony samples (20mm x 20mm x 5mm) at a minimal spatial resolution of 9 micrometers to large bony samples containing implanted stainless steel or titanium plates and screws (82mm x 40mm x 20mm) at a minimum spatial resolution of 36 micrometers. 2)Capability to perform micro-CT scanning in batches or sequentially to ensure continuity of scans within the group. All micro-CT scans within a group and/or of the same sample type will be performed at identical settings to allow for comparison across groups and studies if necessary. 3)Each scan will undergo a quality check to ensure the scan is valid, with minimal to no avoidable artifacts, and can be analyzed. 4)Analysis of the scans will also be performed in batches or sequentially to ensure the analysis is consistent between samples in a group. The thresholding algorithm used for reconstruction and analysis will be quantitatively determined across groups to eliminate user bias. 5)The following analyses will be performed on the micro-CT samples: Samples will be reoriented to align with the principle physiological axes. Regions of interest (ROI) will be defined according to PI input and need The maximum intensity projection images will be generated for comparison with faxitron data if required. The mineral density of different tissues will be calibrated and calculated. The axial distribution of mineralization along the ROI will be calculated. The 3-dimensional volume of the ROI will be analyzed to provide the bone volume to tissue volume, bone area to tissue area, bone area to bone volume, and trabecular pattern factor. Depending on the project and the architecture, additional 3-D parameters such as trabecular thickness, trabecular spacing, trabecular number and structural model index will also be calculated within the ROI. All analysis will be repeated for each material if multiple materials/tissue types are present in the ROI. Statistical analysis of the results, per the PI's requirements, will be performed 3-D images and videos of 1 sample per group will be prepared. Different tissue types/materials can be delineated. 6)A summary of the analysis will be presented to the PI along with the raw data. 7)Samples will be returned to the PI after scanning portion of the project is completed. 8)Total number of samples: Approximately 100 9)Expected Turn-around Times (per sample/batch): Scans - 7-14 days. Analyses - 30-45 days. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 611310 (Size Standard: $27.5 Mil.). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete online representations and certifications in SAM.
