- The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Architecture/Engineering (A/E) firm to provide design and construction administration services for a multi-phase project including a new cafeteria building (13,700 GSF), demolition of the existing cafeteria, and food storage buildings 210, 220 and 320 (14,113 GSF) and abatement of asbestos-containing materials (1,545 SF) at the Sacramento Job Corps Center in Sacramento, California. In addition, services shall also include sampling, testing and reporting of asbestos and lead paint presence, development of construction documents for the remediation, and construction administration services during abatement. The estimated price range for construction is between $5,000,000 to $10,000,000 million. If interested in this requirement, you are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to perform the required services, and shall include the following information: 1. Previous projects of similar scope and value a. Your submission shall provide examples of design and construction services provided on two or more major multi-phase renovation projects located at operating educational campuses with a $5M to 10M construction value range performed within the last five years. b. The submission shall also demonstrate both design and CA services performed by your firm for two or more cafeteria projects performed within the last five years. c. Include with your submission projects that demonstrate both design and CA services performed by your firm for at least on project encompassing hazardous materials remediation. Your previous project examples shall include the location of the project, the project owner, brief and a concise description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, the final contract amount, a brief and concise description of the contract administration services provided. 2. Project Location Provide a list of projects performed in the State of California performed within the last five years indicating familiarity with state and local codes, environmental conditions, economic conditions, and the experience and qualifications of local design consultants. Please include the project location. 3. Capacity to Perform the Required Work The A/E must be in sound financial standing and have the staff load of qualified individuals capable of undertaking this required work. Your submission shall include a staff matrix showing all current and any backlog work, and a short narrative describing how this project will be accommodated based on your current and projected workload. The statement of qualifications will be evaluated based on the following criteria, which is listed in order of importance. 1. Projects Similar in Scope and Value 2. Project Location 3. Capacity for Future Work This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON FEBRUARY 24, 2015, BY 2:00 PM EDT, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO garnett.eileen@dol.gov (Eileen Garnett, Contract Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
