Description
The Special Operations Forces & Personnel Recovery Division (WIS) at Air Force Life Cycle Management Center (AFLCMC), Wright Patterson AFB, OH is releasing a pre-solicitation notice for a four month bridge effort for Rapid Development Integrated Facility (RDIF) support. RDIF is currently supported through an indefinite delivery, indefinite quantity (IDIQ) contract. The ordering period on the existing contract will expire on 28 Feb 15. The re-compete effort (solicited under FA8629-14-R-2408) is currently in source selection with award forecasted for 27 Feb 15. The four month bridge effort is necessary in the event the contract award date for the re-compete effort is delayed. WIS plans to release a sole source request for proposal to the incumbent contractor for this bridge effort. The bridge contract ordering period will run from 9 Mar 15 through award of the re-compete effort or 30 June 15 whichever is sooner. The RDIF's primary function and scope consists of aircraft part development, integration, prototyping, and production. While it is the Government's goal to perform as much of the work as possible, contractor resources augment Government resources to accomplish the RDIF's mission. Contractor support requirements fluctuate as programs and funding are acquired by the RDIF. While touch-labor is the common element of support, various programs require the following: work at offsite locations, short term specialties, materials procurement, manufacturing support, research and development, prototyping, quality assurance, engineering, aircraft modification, and test support. The Government may award a sole source contract on the basis of this notice. Questions or comments concerning this notice should be addressed to the Contracting Officer.
