Attachment #11 Question and Answer Response Amendment 0001 AMENDMENT 0001 TO REQUEST FOR PROPOSAL FA2521-14-R-0018 IS HEREBY ISSUED EFFECTIVE 6 FEBRUARY 2015 WITH ALL ASSOCIATED ATTACHMENTS. PROPOSALS ARE DUE TO THE 45TH CONTRACTING SQUADRON BY 02 MARCH 2015, 4:00 P.M. EST. REQUEST FOR PROPOSAL FA2521-14-R-0018 IS HEREBY ISSUED EFFECTIVE 30 JANUARY 2015 WITH ALL ASSOCIATED ATTACHMENTS. PROPOSALS ARE DUE TO THE 45TH CONTRACTING SQUADRON BY 02 MARCH 2015, 4:00 P.M. EST. The 45th Contracting Squadron, Patrick AFB, FL announces the anticipated release of the solicitation for Simplified Acquisition of Base Engineering Requirements (SABER) at Cape Canaveral Air Force Station and its associated sites. The contract will be an indefinite-delivery/indefinite-quantity type contract and will include a wide variety of individual construction tasks as identified and based on prices from a 2012 Construct Task Catalog (CTC), which will be utilized through a cost estimating software program, PROGEN. During the contract period, the Base Civil Engineer (BCE) will identify construction tasks required to complete each specific job, and the 45th Contracting Sq. will negotiate and issue individual task orders to the contractor. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish multiple projects. The contractor will be required to maintain a management office on Cape Canaveral AFS in order to receive task orders and provide other management services related to accomplishing individual jobs. The resultant contract will have a 36-month ordering period, with an anticipated contract start in April 2015. The anticipated solicitation release date is 29 January 2015. The estimated range of this project is between $5M and $10M. Competition will be limited to 8(a) firms located within the geographical area serviced by the Region IV limited to the states of FLORIDA ONLY and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. Contract award will be based on a tradeoff source selection process with tradeoff between price and past performance.
