- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Baltimore District to inform interested/potential contractors of the District's imminent issue of a Request for Proposal Package for the construction project entitled "USAMRIID Phase II North Parking, NIBC Security Fence & Equipment, and Entry Control Point 9." PROJECT INFORMATION: Please note this is for three projects consolidated under one contract. This project includes development of a 10.5 acre site of supporting facilities for the new USAMRIID building. Construction includes a 477 space parking lot with access drives, fencing, storm drainage, utility connections, communication and information system connections, landscaping and general site improvements such as site lighting, walkways and directional signage. The USAMRIID Phase II North site is approximately 10.5 acres and primarily and open field except for two gravel roads. Demolition for Phase II North includes removing gravel, asphalt, and open field surfaces and utility demolition. Utility demolition is comprised of removing abandoned irrigation lines in the open field, removing a portion of an abandoned 8-inch terra cotta sewer and associated structures, and the removal of a portion of a 12-inch cast iron water line for relocation. The USAMRIID Phase I staging area, associated mobile storage units, and temporary utilities currently occupy the site will be removed by the Phase I Contractor prior to the contractor mobilizing. The site is adjacent to the new entry control building that will serve as the main entrance for the laboratory. The laboratory is scheduled to begin operations in 2017. The parking will regrade the existing site, including the area where the NIBC Fence and Security Equipment are designed to be installed. The project for the NIBC Security Fence & Equipment includes the installation of 920 LF of perimeter security fencing and security fence cables, cameras, fence lighting and transformer, fence lighting poles, direct bury in PVC conduit power feeds to cameras and fence lighting, fiber security communication lines between Bldg. 1422 and ECP9, racks/connections in Bldg. 1422 and ECP9, recording equipment and monitors, cable tray controls, workstation software, backboards, and busbar. The Entry Control Point 9 project includes the construction of an Entry Control Point/Visitors Center to support the National Interagency Biodefense Campus (NBIC) at Fort Detrick, Maryland. This building is located on the northwest side of the NIBC campus. The site is approximately 1.75 acres and site work includes landscaping, security cameras and temporary security fence as well as storm water management practices complying with the Maryland Department of Environment's Environmental Site Design regulations. The building is approximately 4,400 SF and includes a visitor waiting/queuing area, security screening area, offices and meeting spaces. An intrusion detection center (IDS) will be required. Supporting facilities include utilities, fire protection and alarm systems, information systems, site improvement, and walkways. Measures in accordance with DoD Minimum Antiterrorism for Buildings standards and accessibility for individuals with disabilities are required. Heating and Cooling will be provided by self-contained units. Comprehensive building and furnishings related interior design services are required. Special foundation work is required because of natural limestone deposits at the site. Building will be LEED Silver. PROJECT LOCATION: Ft. Detrick, MD ACQUISITION INFORMATION: Competition for this acquisition is set aside for Small Business Concerns. The Classification Code for this procurement is North American Industry System Code 236220, with a small business size standard in dollars of $36.5M. The magnitude of cost for construction is over $10,000,000.00. The Request for Proposal (RFP) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Interested Offerors can download the RFP Package from: http://www.fbo.gov. The RFP Package will be available at the aforementioned Internet site on or about 23 February 2015. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE RFP DOCUMENT, THE DATES IN THE RFP DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE RFP ISSUANCE DATE AND THE DUE DATE FOR OFFERS. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Contract Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov.
