- Closing Date: February 20, 2015 This acquisition requires the Fixed Wing Project Office (FWPO) to acquire hardware and services to modify two Hellenic Army King Air KA B200 aircraft with Universal Avionics UNS-1Ew Flight Management System (FMS). This modification/upgrade is required to ensure that the two Hellenic Army aircraft have the navigational capabilities to safely navigate in International Civil Aviation Organization (ICAO) airspace In Accordance With (IAW) Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) requirements. This is a unique one time action resulting in a new contract that will be accomplished on two existing Hellenic Army aircrafts. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(a)(2)(II), quote mark only one responsible source and no other supplies or services will satisfy agency requirements quote mark. This item is restricted to Stevens Aviation Incorporated (SAI), (CAGE 003X4); NAICS Code 336411, because the Government does not possess the necessary drawings and technical data to provide to industry to allow them to perform this effort. Thus, SAI already possesses the necessary technical data rights to provide support required accomplishing this effort. SAI is the only company to possess a Supplemental Type Certificate (STC) which was issued by the Federal Aviation Administration (FAA). The STC is critical to the installation of the FMS. SAI is the only company that can complete the effort within a reasonable time and cost. This delay would not meet the requirements stated in the letter of request (LOR) from the Hellenic Republic. Using a source other than SAI would significantly increase the cost for this effort and negatively impact schedule. Required delivery: period of performance (PoP) 4 weeks after contract award. All Offerors must meet prequalification requirements in order to be elgible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. All responsible sources may submit an offer which shall be considered by the agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of released solicitation; however, the solicitation will not close prior to the date stated above. Foreign firms are reminded that all requests for solicitation must be processed through their respective embassies. No telephone requests will be accepted.
