Description
This notice is to serve as a pre-solicitation notice for an upcoming solicitation for Substance Use Disorder Services (SUDS) transitional/residential patient housing services. Contractor will provide room, board, transportation and other SUDS treatment supportive services to patients enrolled in SUDS and deemed eligible for such services as determined by the medical center director or his designee. Services will be furnished to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs (DVA). Services will include, but not be limited to, provision of an alcohol and drug free environment, facilitation of active affiliation with Alcoholics Anonymous/Narcotics Anonymous programs, supportive social activities, and individual counseling as required to facilitate overcoming resistance to engagement in DVA treatment or rehabilitative services. It is further understood that beneficiaries receiving services under this contract will be provided access to basic health and hygiene maintenance opportunities, monitoring of medication compliance, appliances and materials for laundry needs and any other service or supplies without additional charge. Two hot meals and a sack lunch will be provided daily Monday through Friday for patients enrolled in Ambulatory Detoxification and Outpatient Rehabilitation. Meals provided on weekends will be of equal quantity and quality. Evening and weekend transitional housing activities such as transportation to attend at AA/NA meetings will be provided (no less than 5 outside AA/NA meetings per week). Medications will be secured and patient self-administration of medication shall be supervised with the supervisor maintaining written records of medications taken by patients. The Contractor shall provide transportation services to SUDS rehabilitation and detoxification patients to and/or from the Overton Brooks VA medical Center and/or the Overton Brooks Medical Center Acute care/emergency room 24 hours a day 7 days a week. A qualified contractor must be capable of warranting that all applicable fire laws are complied with and that there are no outstanding recommendations of fire officials which have not been resolved. The contractor shall have the capability to house a minimum of 18 patients from the date of contract award and shall within 120 days of contract award have the capability to house a maximum of 24 patients. The contractor shall house patients enrolled for services related to ambulatory detoxification in facilities separate and segregated from those provided for patients enrolled for rehabilitation services. Separate facilities shall be maintained for housing of male and female patients.. The contractor shall maintain minimum capacity to house 3 female patients. Your response to the request for proposal must contain all requested pricing and non-pricing information. The indefinite-delivery-indefinite -quantity-contract awarded will be for a base period and four one year option periods. The NAICS code for this procurement is 623220 Other Residential Care Facilities and the size standard is $15.0 million. The actual solicitation will be posted on or after February 24, 2015, under solicitation number VA256-15-R-0052 and will contain the detailed requirements for this acquisition.
