- Description
- The U.S. Department of Energy (DOE), Office of Energy Security Analysis, Energy Policy and System Analysis (EPSA), intends to award a sole source contract to Hart Energy Publication. The requirement consists of subscriptions and related services, for extensive analysis on world petroleum and energy markets. The vendor will provide analyses of exploration, drilling and production operations, onshore and offshore, in all parts of the world. The analyses will also include information to facilitate strategic planning and internal education; daily intelligence on the refining and fuels industry and markets covering public policies, margins and economics, processing news, transportation & logistics, key market prices. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 USC 253[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency?s requirements. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that DOE should not pursue this sole source procurement with Hart Energy Publication, then they should submit a capability statement and pricing information for the requirement by 12:00pm EST on February 20, 2015. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAIC) Code for this requirement is 511199. The anticipated period of performance will be for one year following award.
