- Sole Source Justification The U.S. Department of Agriculture, ARS, WBSC, Stoneville, Mississippi, intends to award a sole source procurement to LeeAgra, Inc., 1309 E 50th Street, Lubbock, TX 79404 for (1) Lee Avenger High-Clearance Tractor/Sprayer and Trailer to include: 1. High-Clearance Tractor/Sprayer 2. Cab - air conditioned with charcoal filtration system 3. Hydraulic up/down/in/out - hydraulically-adjustable row width (74 in. -120 in.) & hydraulically-adjustable clearance (60 in. - 84 in.) 4. Plus 1 GPS-based speed control 5. One large solution tank (110 gal) and a minimum of two additional 17 gal cone bottom tanks mounted to the frame of the high-clearance tractor/sprayer 6. Hydraulic centrifugal pump mounted to high-clearance tractor/sprayer frame 7. Front lift - front boom lift with dual parallel arms 8. Rear telescopic lift - telescoping rear boom lift 9. Boom - 45-ft hydraulic X-fold (must be street legal in Mississippi when loaded on trailer) 10. Raven 440 automatic spray controller - automatically controls spray volume on 3 boom sections using GPS speed monitor 11. Electric dual air compressor - dual 1.66-cfm 12 v compressors complete with 5 gallon storage tank 12. Gooseneck trailer - must have wheel depressions so that sprayer is below Mississippi height restrictions while in transport 13. 300 gallon trailer nurse tank package - 300 elliptical tank option including tanks, plumbing and pump The Lee Avenger sprayer and trailer is necessary to expand on-farm research across the Mississippi Delta designed to better evaluate the impact of various insecticides on population dynamics and susceptibility of noctuid and hemipteran pests of southern row crops. LeeAgra, Inc., is the sole source of this type of research sprayer with a cab to protect the operator from exposure to pesticides. There is no other known product on the market that offers a custom built sprayer that meets the research needs of the unit and protects the operator from exposure to pesticides with a cab. The equipment will be used for studying the effects of various suppression techniques (Bt technologies, synthetic insecticides, etc.) on insect populations infesting the diverse cropping systems of the Mississippi Delta. To meet the research requirements, a sprayer designed specifically for research purposes is needed that can be safely operated and transported around the Mississippi Delta frequently. LeeAgra, Inc., is the only known source available that produces such a sprayer/trailer combination that is designed to fit the research needs and restricts the operator's exposure to pesticides. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The equipment will be located at the USDA, ARS, SEA, Stoneville, MS. The Government intends to award a firm fixed price purchase order on or about February 23, 2015. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM Central Standard Time, February 20, 2015. Information received will be considered solely for determining whether to conduct a competitive procurement.
