Description

Synopsis for Solicitation number N00189-15-T-0058 (Human Resource Support Service.) The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Norfolk VA intends to negotiate a 100 % Service Disabled Veteran Owned Small Business Set-Aside Firm Fixed-Price acquisition for Human Resource Support services in support of naval District Washington (NDW), Washington D.C. The services will be required utilizing procedures under Federal Acquisition Regulations (FAR) 12 - Acquisition of Commercial Items and FAR 13.5 “ Test Program for Certain Commercial Items, as well as FAR Subpart 19.5 - Set-asides for Small Business. The impending contract will include a one-year base period of performance that will commence on 01 April 2015 and conclude on 31 March 2020 with option provisions to incorporate four (4) one-year option periods. This contract will be issued with options to extend the term of the contract in accordance with FAR Clause 52.217-9. All options will be evaluated. The North American Industry Classification Systems (NAICS) Code for this acquisition is 541612 and the size standard is $15.0M. A request for proposal will be available for download on or about 11 February 2015 under RFP number N00189-15-T-0058 at the following websites: https://www.neco.navy.mil and www.fbo.gov. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above websites. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contract from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database, prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendor for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirement by calling 1-866-606-8220, or via the internet at http://www.sam.gov.
