Description
The Air Force Life Cycle Management Center, Air Dominance Division, AIM 120 Development Branch (AFLCMC/EBAD) intends to solicit and award a sole source Indefinite Delivery/ Indefinite Quantity (IDIQ) contract under the authority of FAR 6.302-1 to Raytheon Missile Systems, 1151 E. Hermans Road, Tucson AZ, 85756 in support of AIM-120 weapon system improvement activities. The purpose of this anticipated action is to establish a contractual vehicle to facilitate candidate study/analysis and technical maturation/risk reduction efforts for the Advanced Medium Range Air-to-Air Missile (AMRAAM) AIM-120D. Delivery orders issued under this IDIQ contract will include, but not be limited to, studies to identify and analyze, potential system improvement candidates and provide the Government with recommendations on the viability of integrating the improved capabilities into the AMRAAM AIM-120D configurations. Separate contract actions, not covered by this notice, will be negotiated and awarded to implement selected matured candidates recommended by the study as well as any other improvements envisioned for the AIM-120D. Also under the scope of this contract, candidate capabilities will be matured to a preliminary design review level of development, yielding a "prototype" software code for the missile variants. Additionally, this anticipated contract action will enable the prospective contractor to make laboratory digital Modeling and Simulation (M&S) improvements and maintain Government furnished laboratory test station and development and test equipment. Maintenance of Government property is expected to be over and above the normal or routine maintenance that may be required by the Federal Acquisition Regulation Government Property clause. Finally, delivery order requirements under this IDIQ contract will include deliveries of reports that capture the results of performance capability assessments and studies to include evaluations of candidate impacts on weapon system performance. The only known responsible source that can satisfy this requirement is Raytheon Missile Systems because it possesses the required, specific, and detailed knowledge that could only be gained by years of experience in applying skills to the specific AMRAAM missile design. Raytheon Missile Systems has extensive experience with AMRAAM software, produces the AMRAAM missile in all configurations, and operates the only known AMRAAM special test assets and U.S. Government simulation facilities. This IDIQ contract is anticipated to have an ordering period from 1 September 2015 through 30 September 2019 with a contract Period of Performance not to exceed 30 September 2022. The contract ceiling, or maximum ordering amount, will be $100M. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Any submission will need to demonstrate how the source can provide qualified capabilities without incurring substantial duplication of costs or unacceptable delays to the AMRAAM program activities. Responses must be received within 15 calendar days after the posted date of this synopsis. An ombudsman has been appointed in accordance with AFFARS 5352.201-9101. Before consulting with the ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution.
